About this file

This is a Professional Services Supplemental document issued by the Maryland Department of Labor, effective July 2024, for veterinary services at Ocean Downs Raceway. The supplemental outlines additional contractual requirements beyond the base solicitation terms. The contractor shall provide veterinary services to the raceway facility, with personnel required to maintain compliance with on-site security protocols and access procedures governed by racetrack management and the Maryland Racing Commission. Contractor personnel designated in the bid proposal may not be substituted without prior written approval from the Contract Monitor; unauthorized substitution constitutes grounds for termination for default. The document does not specify project timelines, response dates, or contract term details within its scope.

The supplemental establishes mandatory security and personnel requirements for contract performance. All contractor personnel must display company-issued photo identification at all times on racetrack premises, including restricted equine-care areas, and must be prepared for random security checks and potential escort requirements. While criminal background checks and security clearances are not required, the State reserves the right to refuse any individual contractor personnel based on criminal history or behavior posing risk to personnel, horses, or facilities. Contractor personnel are responsible for maintaining control and inspection of veterinary supplies, medications, and equipment brought onto the premises. The document does not address pricing terms, set-asides, incumbent contractor information, funding sources, or other financial considerations; these elements remain within the primary solicitation document not included herein.
