Key operational definitions include business day parameters (Monday through Friday, excluding State Holidays), local time references (Eastern Time Zone), and normal state business hours (8:00 a.m. to 5:00 p.m.). The appendix includes comprehensive definitions of sensitive data categories relevant to state contract performance, specifically Personal Information (PI), Personally Identifiable Information (PII), Protected Health Information (PHI), and Sensitive Data, with references to applicable Maryland Code Annotated sections and the Public Information Act. Additional definitions address security requirements, data breach protocols, and Security Incidents. The document also defines disadvantaged business enterprise categories including Minority Business Enterprise (MBE) certified by the Maryland Department of Transportation and Veteran-owned Small Business Enterprise (VSBE) verified by the U.S. Department of Veterans Affairs Center for Verification and Evaluation. All definitions reference the eMaryland Marketplace Advantage (eMMA) procurement system and applicable Code of Maryland Regulations (COMAR) sections for regulatory compliance.
