About this opportunity
The City University of New York, on behalf of Facilities Shared Services, is soliciting sealed bids for comprehensive maintenance, inspection, testing, repair, and emergency response services for vertical transportation systems across the North and Midtown Facilities Shared Services Hubs, with bids due July 27, 2026. The Procurement Lobbying Act applies; all vendor communications during the restricted period must be directed to designated contacts only, and impermissible contact may result in disqualification.
The North Hub covers Bronx Community College, Hunter College, Hostos Community College, and Lehman College (129 elevators, 16 escalators, 8 wheelchair lifts). The Midtown Hub covers City College of New York, Baruch College, Borough of Manhattan Community College, and John Jay College (118 elevators, 70 escalators, 10 wheelchair lifts). Equipment spans manufacturers including Otis, Westinghouse, ThyssenKrupp, Kone, Schindler, and others. The contractor must provide 24/7 maintenance and emergency response with 15-minute callback response during peak hours (7:00 a.m. to 4:00 p.m.) and 30-minute response off-peak. Specific campuses require dedicated on-site mechanic coverage Monday through Friday during designated hours. All work must comply with ASME 17.1/17.2 2022 A17.1 standards and applicable Authority Having Jurisdiction codes. The contractor furnishes all materials, labor, supplies, parts, equipment, and barricades; material markup is capped at 10 percent above actual contractor costs. Preventive maintenance includes scheduled monthly examinations for hydraulic elevators (one hour), traction elevators (two hours), quarterly service for ADA lifts and dumbwaiters, and escalators (six hours per three months).
The contract term is five years. Bidders must submit pricing on CUNY's mandatory format with all required fields completed; failure to do so renders proposals non-responsive. Pricing must be fully inclusive of labor (technician and helper straight-time and overtime), materials, supervision, transportation, tools, consumables, administrative costs, overhead, profit, and insurance. CUNY does not guarantee minimum or maximum work volume; compensation is based solely on actual approved hours worked. No incumbent contractor is identified. Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) participation goals apply. Bidders must demonstrate financial viability and completion of at least three similar contracts within the preceding two years. All contracts are subject to New York State Appendix A and CUNY's standard purchase order terms and conditions.
