About this opportunity
The Oregon Lottery is requesting proposals for purchase and installation of a Vertical Lift Module at its headquarters warehouse located at 500 Airport Road SE, Salem, Oregon, with proposals due October 2, 2026.
The scope includes the VLM unit, complete installation services, staff training, system start-up, software, and freight with FOB Destination terms. All services must be completed within one year from contract issuance unless modified by written amendment. The Lottery will evaluate proposals based on demonstrated experience with similar VLM installations, financial stability, quality of proposed training programs, and ability to meet the project timeline. Vendors must provide site-specific customization given structural capacity and utility access conditions at the Salem location.
Proposers must submit an all-inclusive firm price in US dollars with no more than two decimal places, itemizing costs separately for the VLM unit, installation and start-up, software, training, support, and total freight costs. The price proposal is firm for 180 days following the closing date and remains firm throughout the contract term, including any agreed-upon extensions.
Proposers must complete and submit the Proposer Information and Certification Form, Preliminary Security Application, Responsibility Inquiry Form, Reference Check Form, and Price Proposal Form as part of their response. Certifications required include compliance with Oregon tax laws, non-discrimination in employment and subcontracting, sexual harassment prevention policies for contracts valued at $150,000 or more, wage equity under ORS 652.220, broadband internet service compliance if applicable, and exclusion from OFAC and SAM federal sanction lists. Any proposed employee must disclose criminal convictions, pending Class A misdemeanor or felony charges, gambling law violations, or tax delinquency; awarded contractors will be subject to more extensive employee background investigation. Vendors must also submit a Certified Disadvantaged Business Outreach Plan demonstrating good-faith efforts to engage certified disadvantaged business enterprises in the project. The firm offer period is 180 days following the closing date.
