About this file
This is a Request for Proposal (RFP) issued by the Oregon Lottery for the purchase and installation of a Vertical Lift Module (VLM) at its headquarters warehouse located at 500 Airport Road SE, Salem, Oregon 97301. The awarded vendor will be responsible for providing the VLM unit, complete installation services, staff training, and system start-up. The RFP outlines detailed specifications for the VLM system, including capacity requirements, dimensions, and operational capabilities necessary to meet the Lottery's warehouse management needs. Interested vendors must submit proposals by the specified deadline, with evaluation criteria focusing on technical capability, installation experience, training quality, and overall project feasibility. The contract term will commence upon award and completion of installation, with specific performance milestones and timelines established for delivery and activation of the system.
The pricing structure requires vendors to provide comprehensive cost proposals including equipment, installation labor, training, and startup services as a single combined bid. No specific set-asides or incumbent preferences are noted in the RFP. The Lottery will evaluate proposals based on demonstrated experience with similar VLM installations, financial stability of the vendor, quality of proposed training programs, and ability to meet the project timeline. Funding for this project is provided through the Oregon Lottery's capital budget allocation for warehouse improvements. Vendors should note that site-specific conditions at the Salem location, including structural capacity and utility access, may require customization of the standard VLM installation approach.

If Lottery agrees to make any requested changes to the Sample Contract, Lottery will issue an Amendment to notify Proposers of such changes. Unless Lottery issues an Amendment modifying any of the terms and conditions, Lottery intends to enter into a Contract with the successful Proposer substantially in the form set forth in Sample Contract.
Following the selection of the apparent successful Proposer, Lottery may agree to negotiate changes to the negotiable provisions of the Sample Contract listed below. However, Lottery is not required to make any changes, and many provisions cannot be changed. Proposer is cautioned that the State of Oregon believes modifications to the standard provisions constitute increased risk and increased cost to the Lottery.
Any subsequent negotiated changes are subject to prior approval of the Oregon Department of Justice.
Lottery is willing to negotiate ONLY the Statement of Work and Specifications.
In the event that the parties have not reached mutually agreeable terms within fourteen (14) calendar days, Lottery, at its discretion, may terminate Negotiations and commence Negotiations with the next highest-ranking Proposer.
