About this opportunity

Vernal City is soliciting sealed bids for roadway rehabilitation on 500 South, with bids due September 9, 2026 at 1:00 PM local time at the Vernal City Office, 374 East Main Street, Vernal, Utah 84078. Utah Code Section 34-30-1 preference for U.S. citizens or those declaring intention to become citizens applies.

The scope includes rotomilling approximately 2 miles of roadway at 2-inch and 4-inch depths, overlaying with 2 inches of hot mix asphalt (approximately 6,000 tons, PG 64-34 binder in ½-inch Superpave mix), adjusting elevations of approximately 56 utility manholes and 54 valves, installing geogrid and geofabric, and restriping the roadway. Substantial completion is required by October 30, 2026, with final completion by November 15, 2026; Vernal City may defer to spring if weather conditions are unfavorable. Bidders must demonstrate successful construction of at least two similar mill and overlay roadway rehabilitation projects within the past five years and submit a Bidder's Qualifications Statement with their bid.

The anticipated total bid price is approximately $2 million. Bid security equal to 5 percent of the maximum bid price must be submitted as a bid bond issued by a qualified surety. Progress payments are made monthly at 95 percent of work completed with retainage, increasing to 100 percent less punch list items upon Substantial Completion. Liquidated damages are $1,000 per day for failure to achieve Substantial Completion and $500 per day thereafter. Interest accrues at 6 percent per annum on late payments. The successful bidder must execute the Agreement and furnish performance and payment bonds within 15 days of Notice of Award.

Prime contractors may subcontract up to 50 percent of contract price without prior approval, excluding direct material purchases and supply-only orders. Contractors must submit a traffic control plan for approval prior to commencing work and obtain heavy haul and trenching permits through the Sevier County Road Department at contractor expense. Written questions are due September 2, 2026 at 5:00 PM to Talon Mortenson at Talon.M@JonesandDeMille.com. No pre-bid conference will be held; unofficial site visits are permitted at contractor expense. Addendum No. 1 was issued September 3, 2026; bidders must acknowledge receipt on bid forms.
