Q1: Would Vernal City be willing to push the project to next spring? If so, where can we note intentions of performing the project next spring?
Roadway Rehabilitation-500 South (2608-015) Page 2 of 3
A: As stated in the bid advertisement, the anticipated end date for this project is November 15, 2026. If weather conditions appear to be unfavorable Vernal City may elect to push the project to next spring.
A preliminary schedule noting approximate start and end dates is required to be included as part of the bid.
Q2: Will Vernal City and Jones and DeMille consider approving a prime contractor to subcontract more than 50% of the contract price on this project? For the purposes of the 50% calculation are direct material purchases and supply only purchase orders placed by the prime excluded from “work” awarded to the subcontractors?
A: A prime contractor may be considered if they meet the minimum qualifications outlined in Document 0045 13 Bidders Qualifications Section
1.3. The 50% requirement does not include direct material purchases or supply-only purchases orders placed by the prime.
Q3: Is the asphalt removed from milling the contractors, or is the owner retaining possession? If so, where is the dump site for Vernal City?
A: Per the Measurement and Payment for both of the Rotomilling bid items, the contractor is responsible for the disposal of millings. If the contractor does not want the millings, the city may accept some millings for future use and they are to be delivered to their yard at 1500 East and 500 North. This will be dependent on available space at the yard.
Otherwise, the contractor will be responsible to dispose of them.
Q4: Will Jones and DeMille be providing survey shots for the manholes, water valves, and paint striping?
A: Jones and DeMille will provide construction staking for paint striping, and water valves and manholes after paving as needed for this project.
Q5: Is SKAPS SW315 an approved equal for the Mirafi 600x?
A: Yes, as this substitute appears to meet the performance requirements of the specified product.
Q6: What mix design needs to be used?
A: Per Section 32 12 16 the mix should be a ½ inch Superpave mix with a PG 64-34 binder.
Q7: Can a fiber mesh be used in the concrete collars in place of the rebar?
A: No, the concrete collars should be reinforced according to the details shown in the project plans.
Roadway Rehabilitation-500 South (2608-015) Page 3 of 3
Q8: What type of traffic control is expected? Can the roads be closed?
A: The contractor must submit a traffic control plan for approval prior to commencing work. Roads may be closed to local traffic only during ongoing construction in each area, with proper detour signage being utilized to inform drivers of alternate routes. This is a heavily utilized road and proper traffic control will be extremely important.
Q9: What is the purpose of the 4” deep milling section?
A: In that area the asphalt is 2 to 3 inches thick and has approximately 14 inches of road base. The contractor shall remove the asphalt and top few inches of road base in the area and place 4” of asphalt over the road base.
Please note the measurement and payment for the Rotomilling – 4 Inch Depth item includes conditioning the milled surface including conditioning the underlying road base in preparation for paving.
Signed:
Bart Jensen, Project Manager
