About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Education and Workforce Development agency, issued Request for Quotation (RFQ) 758 2100000060-2 for the procurement of one vent-less deep fryer unit to be delivered and installed at the American Printing House for the Blind in Louisville, Kentucky. The solicitation specifically requests a Perfect Fry Model PFA570-208 vent-less fryer or approved equal, featuring a 2.75/19-gallon oil capacity, 70 lbs/hour production capacity, front robotic loading and dispensing, digital controls, and 208-volt single-phase power requirements (6.0KW, 28.8 amps). Vendors proposing alternate brands or models must submit detailed descriptive literature for equivalency verification, and failure to provide sufficient documentation will result in rejection as non-responsive. All bids must include delivery and installation as part of the offer price, with the equipment delivered in new, first-class condition with manufacturer operation manuals included. The evaluation criteria consist of 90 points for total cost offer and 10 points for delivery performance, with the lowest price receiving maximum points and other bidders scored proportionally; delivery must be quoted in calendar days with a one percent penalty per day deducted from invoices for delays beyond the contracted due date. The original closing date of December 8, 2020, at 1:30 p.m. ET was extended to December 9, 2020, at 1:30 p.m. ET via Addendum No. 1, with written vendor questions due by December 2, 2020, at 1:00 p.m. ET. All responses must be submitted electronically through the Kentucky eProcurement system; paper quotations are not acceptable. The selected vendor must provide a one-year warranty on parts and labor from the date of installation, with a maximum of 15 months from the manufacture date.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders, including Kentucky Correctional Industries and Kentucky Industries for the Blind, receive additional preferences of 20 and 15 percent respectively. All bidders must submit a Kentucky Tax Registration Application (Revenue Form 10A100) or proof of existing Kentucky sales tax registration, and out-of-state vendors must provide a Certificate of Authority to transact business in Kentucky. Additionally, all bidders, offerors, and contractors must submit a notarized Annual Affidavit affirming compliance with Kentucky statutory requirements regarding campaign finance laws, sales and use tax registration, state tax obligations, and prohibitions against boycotts of jurisdictions maintaining open trade with Kentucky. Quotations must be submitted as F.O.B. Destination Freight Prepaid and Allowed, with all shipping costs borne by the vendor; the Commonwealth does not include federal excise tax or Kentucky sales or use tax in quoted prices. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and the contract will be awarded on a best-value basis with no specified initial contract period or renewal options. The Commonwealth reserves the right to cancel the RFQ if all responses exceed available funding and may cancel the contract with 30 days' written notice; no specific award value or budget range is disclosed in the solicitation documents.
