About this opportunity
The Nevada Department of Motor Vehicles is requesting proposals for Vehicle Remote Sensing services under RFP 81DMV-S3985, with proposals due September 29, 2026 at 2:00 P.M. PST, and a five percent preference available for Nevada-based businesses as defined under NRS 333.3351 to 333.3356.
The scope is annual remote sensing device (RSD) testing of at least 20,000 vehicles within Clark County to meet the 0.5% exhaust emission fleet monitoring requirement under the Clark County State Implementation Plan and approved by the U.S. Environmental Protection Agency. RSD systems utilize infrared or laser-based technology, high-speed imaging, radar, and environmental sensors to measure hydrocarbon, carbon monoxide, carbon dioxide, and other pollutants in vehicle exhaust while vehicles are in motion. Testing must be completed within a one-week period between October and November annually, with scheduling submitted at least 30 days prior to testing and all required permits obtained 30 days before the study date. Vendors must provide comprehensive reporting in Excel format with license plate imagery in JPG format (90% clear and readable), sequence numbers, acceleration and speed data, emissions percentages, HC measurements in ppm, and validation information including ambient readings and environmental conditions.
The contract term is four years with options to renew for two additional one-year extensions if mutually agreed upon and in the State's best interest. The State intends to award one contract. Technical factors are weighted as follows: Technical Capability and Performance of Remote Sensing Equipment (30%), Quality and Completeness of Reporting and Data Output (25%), Ability to Meet Annual Testing, Scheduling and Permit Requirements (20%), Vendor Experience with Comparable Remote Sensing Projects (10%), Conformance with RFP Terms and Scope of Work Requirements (10%), and cost (5%).
Mandatory minimum requirements include compliance with Nevada law and indemnity provisions, agreement not to boycott Israel, and maintenance of data encryption and stateside data storage. Vendors must be registered on nevadaepro.com, hold a current Nevada business license, and maintain an active entity registration in sam.gov. The contractor must maintain Commercial General Liability coverage with General Aggregate limits of $2,000,000, Professional Liability coverage of $1,000,000 per claim and $2,000,000 annual aggregate, and Workers' Compensation at statutory limits. Questions are due by September 8, 2026. Notice of award is estimated for October 29, 2026, with contract commencement on February 1, 2027. The single point of contact is Heather Moon at hmoon@admin.nv.gov or 775-531-3309.
