The Maryland State Department of Education Division of Rehabilitation Services (MSDE DORS) is soliciting bids for vehicle equipment adaptation services to modify a 2026 Toyota Sienna XSE under IFB CS #26-06, with bids due August 10, 2026 at 2:00 PM local time and questions due July 24, 2026. No pre-bid conference or site visit is scheduled. National Mobility Equipment Dealers Association Quality Assurance Program (NMEDA QAP/MQAP) certification is mandatory — a decision-flipping eligibility requirement.
The scope involves furnishing and installing adaptive equipment modifications to accommodate a consumer with cerebral palsy and left hemiparesis in Salisbury, Maryland. Specified modifications include a Braun XI power in-floor minivan conversion with automatic transmission, hand controls with electronic gas/brake system, steering aid, secondary controls accessible via remote package, power six-way transfer seat, and CCI power scooter docking station in the midrow. All work must comply with Federal Motor Vehicle Safety Standards, National Highway Traffic Safety Administration requirements, and Americans with Disabilities Act standards. The consumer uses a Go-Go Elite Traveler four-wheel power scooter and will independently transfer to the OEM vehicle seat with power seat assistance.
The contract is firm fixed price with a one-year base term and no renewal options. Contract performance commences upon receipt of written Notice to Proceed. Invoices are submitted through the DORS portal and paid within 30 days of receipt.
Minimum qualifications require three years of experience providing vehicle adaptation services with three references from the past five years; current NMEDA certification; and completion of reference checks. Bidders must submit financial statements for the last two years and maintain commercial general liability of $1 million combined single limit and $3 million annual aggregate, errors and omissions/professional liability of $1 million per claim and $3 million annual aggregate, workers' compensation as required by law, and automobile/commercial truck insurance meeting Maryland requirements. No MBE or VSBE subcontracting goals apply. Quotations remain firm for 120 days following the bid due date. Federal funding under the Rehabilitation Act of 1973 (CFDA 84.161) applies.
