About this file

This is an Appendix defining abbreviations and terms for an Invitation for Bids (IFB) and Request for Proposals (RFP) issued by the Maryland State Department of Education, Division of Rehabilitation Services (MSDE, DORS), effective July 2024. The document establishes standardized terminology for procurement processes, including definitions for key roles such as Bidders/Offerors, Contractors, Procurement Officers, and Contract Monitors. The related contract opportunity involves the modification of a 2026 Toyota Sienna XSE according to Vehicle Equipment Adaptation Prescription Agreement (VEAPA) specifications to accommodate a consumer with functional limitations due to disabilities. The procurement seeks a qualified contractor to furnish and install adaptive equipment that will ensure the vehicle is safely and effectively modified to enhance accessibility, promote independence, and comply with all regulatory and safety requirements.

The appendix defines critical operational and procedural terms governing the solicitation and contract administration, including definitions of Business Days (Monday through Friday, excluding State Holidays), Normal State Business Hours (8:00 a.m. to 5:00 p.m. Eastern Time), and the Notice to Proceed (NTP) Date, which marks the official start of work. The document establishes definitions for sensitive data categories, including Personal Information (PI), Personally Identifiable Information (PII), and Protected Health Information (PHI), reflecting Maryland's statutory requirements under the State Government Article. Additional definitions address procurement system requirements through eMMA (eMaryland Marketplace Advantage), bid package components, pricing forms, and compliance certifications including Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) designations. The appendix serves as a reference guide to ensure clarity and consistency across all communications related to this and similar state procurement activities.
