About this opportunity
The Greater Orlando Aviation Authority (GOAA) is seeking a comprehensive Vehicle and Equipment Maintenance Services contractor for Orlando International Airport (OIA) through Request for Proposal 24-205. The procurement will cover full fleet maintenance and repair services, including preventive and corrective maintenance, mobile repair, fueling services, tire repair, towing, and parts procurement and management. Contractors must provide all labor, management oversight, shop supplies, repair manuals, and tools, with the exception of major shop tools provided by GOAA. Required qualifications include ASE certifications for automobile/truck and transit bus mechanics, refrigerant recovery credentials, and commercial driver's licenses. Performance will be measured by productivity and fleet downtime, with potential deductions for low performance. The contract is scheduled to commence on or about September 1, 2024, with a five-year term and potential five-year renewal option. Proposal responses are due by Friday, June 24, 2024, at 3:00 p.m., with a procurement committee review scheduled for July 30, 2024, and potential interviews on August 6, 2024.
The contract includes specific participation goals of 13% for Minority and Women Business Enterprises (MWBE) and 15% for Local Developing Business (LDB) / Veteran Business Enterprise (VBE). Contractors must provide a performance bond or letter of credit of $1,800,000 and meet comprehensive insurance requirements. Pricing will be firm for the first three years, with potential CPI-based adjustments thereafter, limited to a maximum of 4% per year. Contractors must utilize GOAA's Maximo asset management system for tracking and recording all maintenance activities. The scope of work covers an extensive fleet of vehicles and equipment, including buses, trucks, and specialized maintenance vehicles. While no incumbent vendor is explicitly mentioned, the contract requires integration with existing Maximo program infrastructure. Though a specific total contract value is not disclosed, the required performance bond of $1,800,000 suggests a significant financial scale for this maintenance services contract.
