About this opportunity

Bergen County, New Jersey is soliciting bids for various renovations and remediation at Riverside County Park South in North Arlington, with proposals due October 28, 2026. The scope encompasses Phase 2 South soil remediation under New Jersey's Licensed Site Remediation Professional (LSRP) framework.

The work includes excavation of impacted material assumed to be contaminated by Historic Fill Material, groundwater control, dewatering, transportation and disposal of contaminated waste, backfill and compaction of remedial excavations, and placement of imported fill meeting NJ Clean Fill soil cap requirements. The contractor must establish and maintain hot zones (areas of soil disturbance), contaminant reduction zones (decontamination areas), and clean work zones as defined in a required Work and Waste Management Plan. Decontamination pads and truck washing stations must control off-site migration of dirt, debris, and mud, and all equipment, tools, and vehicles contacting contaminated soil or water require decontamination.

Material volumes are based on preliminary investigation and are not guaranteed to represent actual excavation volumes. The contractor bears responsibility for calculating all material volumes for each waste category to the horizontal and vertical limits shown in Figure 1 and Table 3 of the bid documents. No change orders are permitted for additional material excavated, transported, and disposed unless the excavation has been extended at the direction of the LSRP and approved by the Owner prior to work commencement. All additional excavation requires Owner and LSRP approval before starting work. The scope of work enumerated in the bid documents is not exclusive; contractors must review all documentation to identify all work items and areas of responsibility. Questions are due by the due date shown in the procurement schedule.

Opportunity text

The purpose of this section is to clarify, but not in any way limit or intend to limit the Scope of Work shown in the Bid Documents prepared by LAN. The enumeration of the following items shall in no way be construed to exclude other items of work, or areas of responsibility, which are called for in the Bid Documents. Note: Volumes are based upon preliminary investigations and may or may not represent the actual volumes of material to be excavated. The bidder shall be responsible for calculating all material volumes as identified for each waste category. Volumes shall be calculated to the horizontal and vertical limits shown on Figure 1 and Table 3. There shall be no change orders for additional material excavated, transported, and disposed unless the excavation has been extended as per the direction of the LSRP. All additional excavation will be approved by the Owner and LSRP prior to the commencement of work. In general, the Scope of Work includes, but is not limited to, excavation of impacted material, ground water control, dewatering, transportation and disposal of all wastes, backfill and compaction of remedial excavations, and placement of imported fill to satisfy NJ Clean Fill soil cap requirements. 2.1 General I. Since all soils within Phase 2 South are assumed to be impacted by Historic Fill Material-related contaminants, establish and maintain hot zones (i.e., all areas of soil disturbance within Project Site), contaminant reduction zones(i.e., decontamination area), and clean work zones. Hot zones, contaminant reduction zones, and clean work zones will be defined by the Contractor in the Work and Waste Management Plan. II. The Contractor shall set up decontamination pad(s) and truck washing station(s) (e.g., tire scrub, stone mat, rinsate collection, etc.) to control dirt/debris/mud from leaving the remedial excavation areas. All equipment, tools and vehicles that have come in contact with contaminated soil or water will be decontaminated to ensure that it is free of excess soil or contaminated fluids prior to leaving the work area. Decontamination procedures shall include physical removal of packed soil and grit, pressure washer wash down, scrubbing with water/mild soap solutions, and any other decontamination procedure necessary to prevent tracking of contaminants throughout the remainder of the site or off-site. Decontamination will be performed on a temporary containment pad(s) designed and constructed to collect all runoff from the decontamination procedure. Since HFM-impacted material was encountered and mapped across the entire Project Site, the decontamination pad(s) will be removed and disposed of at the completion of site activities. Decontamination liquids from the decontamination areas will be collected and disposed of with the treated dewatering fluids, if applicable. III. The Contractor shall prepare a Project-Specific Health and Safety Plan (PSHASP) to be submitted along with the required technical submittals. The PSHASP will be consistent with requirements set forth in 29 CFR 1910.120. This Health and Safety Plan shall be approved by a Certified Industrial Hygienist (CIH) and shall bear the signature and seal of the CIH. No work will be permitted to begin until the PSHASP submittal has been approved by the Owner and/or their representative (as designated by the Owner). a. Ensure that the CIH reviews site-specific data and addresses the proposed activities to the level of detail needed to ensure that site-specific data, appropriate regulations, appropriate worker training requirements, and a description of the site conditions are incorporated into the Project-Specific HASP. b. Ensure the CIH evaluates the need for work zone air monitoring during excavation and loading operations of regulated material. If deemed necessary, ensure the CIH or an assigned coordinator, suitably trained and approved by the CIH for the work required, implements the work zone air monitoring program.
