About this file
This is a Remediation and Soil Management Specifications document prepared by LAN for the Various Renovations to Riverside County Park South project in North Arlington, New Jersey. The scope of work encompasses excavation of impacted material, groundwater control, dewatering, transportation and disposal of contaminated wastes, backfill and compaction of remedial excavations, and placement of imported fill to meet New Jersey Clean Fill soil cap requirements. All soils within Phase 2 South are assumed to be impacted by Historic Fill Material-related contaminants. The project requires the contractor to establish and maintain hot zones (areas of soil disturbance), contaminant reduction zones (decontamination areas), and clean work zones as defined in the Work and Waste Management Plan. Material volumes are based on preliminary investigations and may not represent actual excavation volumes; contractors are responsible for calculating all material volumes for each waste category. Volumes shall be calculated to the horizontal and vertical limits specified in Figure 1 and Table 3, with no change orders permitted for additional material excavated unless the excavation has been extended at the direction of the Licensed Site Remediation Professional (LSRP) and approved by the owner prior to work commencement.
The contractor must establish decontamination pads and truck washing stations to control dirt, debris, and mud from leaving remedial excavation areas and ensure that all equipment, tools, and vehicles that contact contaminated soil or water are properly decontaminated. The document emphasizes that the enumeration of work items does not exclude other items or areas of responsibility identified in the complete bid documents, and contractors must review all documentation to understand the full scope and their material volume calculation responsibilities. The project requires coordination with the LSRP and owner oversight throughout the remediation process.
