About this opportunity

Hillsborough County Water Resources Department is requesting competitive sealed proposals from Professional Engineering firms for design and construction support services on the Van Dyke Flow Diversion project under a Construction Manager at Risk (CMAR) delivery method, with proposals due August 21, 2026 at 2:00 p.m. Eastern Time. A Small Business Enterprise (SBE) participation bonus opportunity of up to 5 percent of maximum evaluation criteria points is available for firms meeting a 10% SBE subcontractor utilization goal, requiring executed Letters of Intent from registered SBE firms and monthly compliance reporting through the County's B2GNOW Vendor Compliance System.

The scope involves decommissioning the Van Dyke Wastewater Treatment Facility (currently treating approximately 1.2 million gallons per day against a permitted capacity of 1.7 million gallons per day) and replacing it with a master pump station to convey wastewater to the Northwest Regional Water Reclamation Facility. Services include evaluation of collection system alternatives, preliminary and final design, technical memorandums identifying project boundaries and phasing, preliminary opinions of probable construction cost, construction schedules, a Master Implementation Plan, field investigations, surveying, geotechnical investigations, permitting coordination, and construction engineering and inspection. The scope may include design of potable water and reclaimed water distribution mains if deemed beneficial by the County. The project area spans South Mobley Road (south), Racetrack Road (west), Ramblewood (north), and Suncoast Parkway (east). Four preferred force-main pipeline routes (A, B, C, and A-B-C combinations) connecting to the Northwest facility are provided for cost estimation and feasibility analysis.

The estimated contract value is $2 million over five years. Compensation is structured on a time-and-expense basis or lump sum as negotiated per individual work order, with work orders not exceeding $500,000 for study activities or up to $7.5 million for professional services on construction projects. Annual salary billing adjustments are capped at the maximum billing range for each position classification. Professional Engineering certification is required, with responses submitted in the firm's certified name. Professional liability insurance per Attachment E is mandatory. All newly hired employees must be verified through the Department of Homeland Security's E-Verify system.

Evaluation criteria total 100 points: firm ability and personnel (35 points), relevant project experience (40 points), project schedule and budget management (20 points), and current workload and staffing availability (5 points). An additional 5-point past performance bonus and 5-point volume-of-work bonus are available. The County will conduct a pre-proposal conference and site visit, then conduct oral presentations with no fewer than three shortlisted firms. Award goes to the highest-ranked qualified firm. All proposals must include a Substitute W-9 Form, Affidavit of Compliance denying business with foreign countries of concern (required under Florida Statutes § 287.138), Drug-Free Workplace Certification (required under Florida Statutes § 287.087), and a Standard Form 330 Part II. Payment is made via Automated Clearing House direct deposit. A Cone of Silence prohibits communication with County employees regarding the solicitation except with designated procurement staff and county counsel.
