About this file
This is a Scope of Services document from the Hillsborough County Water Resources Department in Florida for a major wastewater infrastructure initiative. The project involves decommissioning the Van Dyke Wastewater Treatment Facility, which currently treats approximately 1.2 million gallons per day with a permitted capacity of 1.7 million gallons per day annual average daily flow, and replacing it with a master pump station to convey wastewater to the Northwest Regional Water Reclamation Facility. The County is seeking an experienced Professional Engineering Firm to provide design services and construction support under the Construction Manager at Risk (CMAR) delivery method. The project area is bounded by S. Mobley Road to the south, Racetrack Road to the west, Ramblewood to the north, and Suncoast Parkway to the east. The multiyear phased project will include demolition of obsolete structures, removal of underground infrastructure, construction of master and reclaimed water booster pump stations, installation of force mains and distribution mains, and roadway restoration. The anticipated project duration from Notice to Proceed through construction completion is approximately five years. Services required include evaluation of wastewater collection system alternatives, preparation of preliminary and final design, technical memorandums identifying project boundaries and phasing, preliminary opinions of probable construction cost, construction schedules, and a Master Implementation Plan, along with engineering and inspection services during construction.
The contract is estimated at $2,000,000.00 for the five-year term. The selected consultant will coordinate with affected public and private agencies, conduct public outreach and communication, perform field investigations and data collection, prepare technical drawings and specifications, manage permitting coordination, conduct surveying and geotechnical investigations, and provide cost estimating services. The scope also includes the potential for the Professional to design potable water and reclaimed water distribution mains if deemed beneficial by the County. Additional work may involve subsurface utility exploration, design review meetings, and presentations of design materials. Upon approval of the Preliminary Design by the County's senior leadership team, the consultant's agreement will be modified to include Final Design and construction engineering and inspection services.

SCOPE OF SERVICES
Hillsborough County Water Resources Department is undertaking a major infrastructure initiative to enhance system reliability and environmental protection by decommissioning the Van Dyke Wastewater Treatment Facility and replacing it with a master pump station that will convey wastewater to the Northwest Regional Water Reclamation Facility. The Facility treats approximately 1.2 million gallons per day (MGD) annually and the permitted capacity is 1.7 MGD annual average daily flow (AADF). This multiyear phased project includes demolition of obsolete ponds and structures, removal of underground infrastructure, construction of a new master pump station and reclaimed water booster pump station, installation of wastewater force mains, potable water main, reclaimed water main, and roadway restoration to return all impacted areas to their original conditions.
To deliver this work, the County is seeking an experienced and qualified Professional Engineering Firm to provide design services and support construction under the Construction Manager at Risk (CMAR) delivery method. The project area is generally bounded by S. Mobley Road to the south, Racetrack Road to the west, Ramblewood to the north, and Suncoast Parkway to the east. While right-of-way (ROW) along the proposed alignment may be sufficient, the project will require careful planning around schools, narrow residential streets, and high traffic areas and easements and land acquisitions activities.
The County may elect to complete the project in phases. The selected Professional will provide engineering services including evaluation of wastewater collection system alternatives and preparation of the Preliminary Design. Responsibilities include development of a technical memorandum identifying project boundaries and phasing, comparing wastewater collection and transmission alternatives (including pipelines and pump stations), and recommending the preferred approach for each assigned phase. The scope also includes preparation of final design cost estimates, a phase-specific design schedule, construction quantities, preliminary opinions of probable construction cost (OPCC) for budget estimate, construction schedule, and a Master Implementation Plan.
The Preliminary Design will be presented to the County’s senior leadership team for authorization to proceed with the implementation phase. Upon approval, the consultant’s agreement will be modified to include Final Design, technical specifications development, and construction engineering and inspection (CEI) services. The Professional may also be directed to design potable water and reclaimed water distribution mains in some or all project areas, if determined beneficial.
Services will include but are not limited to the following: coordination with affected public and private agencies; research of planned improvements by other entities; public outreach and communication; project administration; meetings; field investigations; data collection; and participation in a pre-design workshop.
Additional services include preparation of technical drawings and specifications, design review meetings, public meetings, meeting minutes distribution, permitting coordination, surveying, geotechnical investigations, subsurface utility exploration, field reviews, cost estimating, and presentations of design materials. The project will be delivered using the CMAR method, and the anticipated duration from Notice to Proceed through construction completion is approximately five years.
