About this opportunity

The City of Peoria is seeking qualified contractors for Vacant Lot Clearing Services through Request for Quotation (RFQ 19-24), specifically targeting lot clearing for properties located at 1710 S. Westmoreland in Peoria County, Illinois. This procurement requires pre-qualified contractors already under contract with the City of Peoria to perform comprehensive lot clearing services, which include removing trees, shrubs, bushes, stumps, vegetation, debris, and fence posts, as well as trimming overhanging tree branches from neighboring properties. Contractors must commence work within 10 calendar days of contract award and are strongly advised to visit the specific locations to develop accurate bids, as property conditions may vary. The solicitation requires mandatory submission of before and after photographic documentation demonstrating work completion, with invoices to be emailed to Shawn Johnson at SDJOHNSON@PEORIAGOV.ORG. The contract will be awarded to the lowest most qualified contractor, with an emphasis on thorough and timely work scope completion. The procurement was posted on September 4, 2025, with proposals due by September 15, 2025.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must be pre-existing vendors with an established contractual relationship with the City of Peoria, which implies some pre-qualification limitations. While no specific contract value or budget range is detailed in the documentation, the procurement suggests a recurring lot clearing program with potential for multiple awarded contracts within Group 17. The invoice processing time is estimated at 2-3 weeks, and payment will be contingent upon verification of completed work by the program supervisor through photographic evidence. No information is provided about incumbent vendors, existing infrastructure requirements, or technology integration needs. The contract appears focused on straightforward lot clearing services with a standardized approach to vendor selection and work verification.
