About this opportunity
This procurement is a Request for Qualifications (RFQ) and Request for Fee Proposal issued by the Board of Regents of the University System of Georgia on behalf of the University of West Georgia for design professional services for Project J-463, the TLC Lecture Hall Renovation and Systems Renewal located in Carrollton, Georgia. The project encompasses comprehensive renovation and systems renewal of the James "Earl" Perry Building, a three-story structure with basement constructed in 1999 that houses the College of Mathematics, Computing and Sciences. The scope of work includes assessment and targeted upgrades to mechanical, electrical, plumbing, fire protection, and communication systems; renovation of lecture halls to support contemporary pedagogical methods; replacement or refurbishment of obsolete equipment including boilers, vacuum pumps, and air compressors; and incorporation of sustainable design principles with Georgia Peach certification and commissioning. The Design Professional must be an architectural/engineering firm capable of performing a minimum of 50 percent of architectural design services in-house, with up to 50 percent performed by an associated firm, and must deliver comprehensive programming, basic design, additional or specialty consultant services, and full construction administration throughout project delivery. The two-step selection process requires submission of qualifications by May 13, 2026 at 2:00 PM, with finalist notification by May 20, 2026, a mandatory pre-proposal site visit on May 27, 2026, fee proposal submission by June 16, 2026, and finalist interviews on June 17, 2026, with design services anticipated to commence by August 1, 2026 and construction documents completion targeted for Winter 2026. Qualifications are evaluated on three criteria: 25 percent for firm stability including corporate history, resources, litigation history, and financial information; 45 percent for relevant project experience and demonstrated ability on comparable projects with principal and team member experience and previous performance quality; and 30 percent for apparent suitability to the project type including fit to Owner needs, design timeline, unique qualifications, workload capacity, and office proximity to the project location. Submissions must be a single electronic PDF document not exceeding 50 pages, uploaded to the Board of Regents Egnyte platform, and must include completed certification forms, insurance certificates, project team composition, contractor affidavit under Georgia Security and Immigration Compliance Act, and proposer disclosure statement.
This procurement does not specify set-asides for disadvantaged businesses; however, proposers must disclose their Minority-Owned Business Enterprise (MBE) and Woman-Owned Business Enterprise (WBE) status and identify the minority status of any associated firms involved in the project through required submission forms. All proposers must demonstrate compliance with the E-Verify federal work authorization program and ensure that any subcontractors also submit affidavits demonstrating their E-Verify compliance in accordance with Georgia law. Proposers must certify that they and their principal employees have not been convicted of crimes of moral turpitude or felonies within the preceding five years, have not had professional licenses suspended or revoked, and have not been suspended or debarred from contracting with any federal, state, or local government agency. Proposers must also maintain professional liability insurance coverage and certify their intent regarding Section 179D deduction allocation eligibility under the Energy Policy Act of 2005. The estimated construction cost (Stated Cost Limitation) is $3,700,000, and the Design Professional Base Fee is approximately $330,000, which includes basic design and construction administration services, with all application costs to be borne solely by the proposer. The Board of Regents reserves the right to reject any or all submissions, and no incumbent vendor or current contractor is identified in the available procurement documentation.
