About this opportunity

The University of Utah, on behalf of its Cell Therapy Facility, is seeking to procure a Liquid Nitrogen Cryorepository System through an Invitation for Bids (IFB) solicitation number UU200182827. The procurement specifically calls for two MVE High Efficiency Liquid Nitrogen (LN2) Freezers along with associated equipment including oxygen monitoring systems, frames, cassettes, and sensors. This acquisition represents an expansion of the existing cryorepository system, which currently comprises 13 LN2 freezers used for storing human cells for transplantation of hematological and solid tumor patients. Vendors must submit electronic bids through BidNet Direct by Monday, May 12th, 2025 at 12 p.m. Mountain Time, with all questions due by May 8th, 2025. Key requirements include being an MVE-certified vendor capable of performing installation, qualification, and maintenance services, with no subcontracting permitted. The university will evaluate bids based on responsiveness to mandatory specifications and vendor qualifications, with the intention of selecting the lowest responsive and responsible bidder. The contract term is initially one year with four optional renewal periods, subject to annual performance review and university approval.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The procurement is brand-specific to MVE equipment, which limits potential respondents to those who are MVE-certified and can meet the precise technical specifications. The existing infrastructure includes 13 LN2 freezers and associated oxygen monitoring systems, which means new equipment must be fully compatible with the current setup. While a specific budget range is not disclosed, the procurement includes comprehensive pricing for equipment, installation, and maintenance services for the first year. Payment terms are net 30 days after receipt, with the university preferring Single Use Account (SUA) virtual payment. The university reserves the right to reject any or all submissions while adhering to Utah State Procurement Code. The total value of the contract will encompass the cost of two LN2 freezers, associated equipment, installation services, and potential maintenance for the initial one-year term, with options for four additional annual renewals.
