About this file

This document is a Questions & Answers (Q&A) supplement for Solicitation UU200182827 for a Liquid Nitrogen Cryorepository System issued by the University of Utah - Campus. The Q&A addresses a specific inquiry regarding frames and cassettes for the procurement, which involves 529 F61-4SC F61 Frames with Spring Clips (each frame holding 4 C61 Cassettes) and 272 C61-L C61 Cassettes designed for 250ml blood bags. The document reveals that the university lacks detailed information about the original manufacturer of the frames and cassettes, with the original vendor unwilling to disclose specifics. The procurement approach includes a post-award evaluation process where the lowest-cost vendor can provide sample cassettes and racks to test compatibility with existing freezers.

The Q&A highlights the technical complexity of the procurement, noting that while multiple manufacturers produce compatible frames and cassettes for MVE freezers, slight variations exist that necessitate precise manufacturer identification. The university's response indicates a flexible approach to vendor selection, prioritizing functional compatibility over specific brand requirements. The solicitation is part of an expansion of the existing cryorepository system, which currently comprises 13 liquid nitrogen freezers used for storing human cells for transplantation of hematological and solid tumor patients. The procurement process allows for potential compatibility testing after the initial intent to award, demonstrating the university's commitment to ensuring technical compatibility while maintaining competitive bidding principles.

Q2 Question: Frames/Cassettes

The Q1 response mentioned “the frames and cassettes were originally purchased from a vendor”. That is not adequate information to assure frame/cassette compatibility with the existing inventory system. It is important to have more specifics on the frames/cassettes as MVE does not make them as assumed in the response. MVE only makes the freezers themselves. Based on the original sole source notification, I assume that “vendor” was Pacific Science? If so, Pacific Science does not make frames/cassettes either. There are 3 popular manufacturers of blood bag frames and cassettes in the

US. All will work the MVE freezers, but there are slight differences between each manufacturer’s frames and cassettes, so it is important to know the manufacturer in order to make sure the frames/cassettes match up exactly with what is currently being used. I am 99% sure I know the manufacturer of these frames/cassettes being specified, but photos of the frames/cassettes or specifying the actual manufacturer would confirm. It’s impossible to quote these accurately without knowing specifics.

Answer: We unfortunately do not have that information and the original vendor we purchased from is not willing to share that information. The original vendor private labels the frames and cassettes and is not able to share their manufacturer.

What we can tell you is that we need includes 529 qty of F61-4SC F61 Frames with Spring Clips for

250ml Cassettes each frame to hold (4) C61 Cassettes and 272 of C61-L C61 Cassettes for 250ml blood bags as listed in the IFB documentation.

If after the intent to award is issued to the lowest cost vendor, and that vendor wishes to send examples of the cassettes and racks for us to try in our current freezers we can evaluate and see if they would work with the new and existing freezers.
