About this opportunity

The City of Winter Haven, Florida is soliciting bids for ITB-25-32, a utility extension project for the Winter Haven Administration Facility located in Polk County. The procurement is specifically for a licensed General Contractor to complete infrastructure improvements, including installing approximately 3,900 linear feet of 12-inch PVC potable water main, 4,150 linear feet of 2-inch fiber optic conduit, and 2,900 linear feet of 2-inch poly force main along Buckeye Loop Road. Sealed bids will be received until 2:00 P.M. on August 5, 2025, with a public bid opening via Zoom immediately following. The contract duration is set at 120 calendar days from the Notice to Proceed, with contractors required to start within 20 days of receiving the notice. Bidders must submit comprehensive documentation including affidavits, a W-9, and proof of licensing, with liquidated damages of $500 per calendar day for delays beyond the specified completion time. The evaluation will focus on unit pricing, comprehensive cost coverage, and overall project feasibility, with the City reserving the right to reject any and all bids.

The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The project will be funded directly by the City of Winter Haven, with no incumbent vendor information provided in the documentation. The bid form includes a detailed pricing mechanism based on unit prices for various project components, including mobilization, site work, sanitary sewer force main system, potable water system, and underground fiber optic conduits. While a specific budget range is not explicitly stated, the comprehensive bid form suggests a substantial infrastructure investment. Potential bidders are required to independently assess project plans and measurements, with any proposed deviations needing written submission and approval during the bidding Q&A period. The project involves open cut methods for the water main, horizontal directional drilling for force main and fiber optic conduits, and requires comprehensive integration of new utility infrastructure along Buckeye Loop Road.
