About this file

The document is a Bid Form (ITB-25-32) for the City of Winter Haven, Florida, detailing a utility extension project for the Winter Haven Administration Facility. The base bid involves constructing a 12" diameter PVC potable watermain system using open cut methods, a 2" diameter sanitary force main using horizontal directional drilling (HDD), and two 2" diameter underground fiber optic conduits using HDD. The bid includes comprehensive sections for general work, site work, sanitary sewer force main system, potable water system, and underground fiber optic system, with detailed itemization of components, quantities, and potential installations.

The bid form provides an alternate bid structure with additive and deductive bid items, allowing for potential variations in project scope, such as upgrading to a 14" diameter HDPE watermain system or modifying installation methods. The pricing mechanism is based on unit prices, which will be used for reviewing pay requests, making adjustments, and comparing costs between bidders. The document emphasizes that all unit prices must cover comprehensive costs including survey, materials, labor, testing, trenching, and dewatering to ensure a fully functional system. Bidders are required to independently assess plans and measurements, with any proposed deviations needing written submission and approval during the bidding Q&A period.

The unit prices noted on this form will be used as a basis for reviewing pay requests and making adjustments. This project will be constructed under a lump sum arrangement, except as otherwise defined in the bid/contract documents approved in writing by the Owner and Engineer of Record (EOR).

The unit prices noted on this form will be utilized for comparing costs between bidders, reviewing pay requests, and making adjustments in the contract amounts should the Scope of Work in the bid/contract documents change by a work directive. Bidders are directed to independently assess the plans with measurements, and are to review all the construction plan requirements. Any deviations to the Bid Form, such as Item Descriptions, quantities, units, or added/removed bid items, must be clearly identified and submitted in writing to the City of Winter Haven during the bidding Q&A period for review and approval. This ensures any approved changes can be clarified by addendum. Unapproved changes submitted with the bid may result in rejection of the bid as non-responsive.

Bidders are encouraged to provide additional bid items on the bid form to offer more clarity and competitive unit prices. All unit prices must cover costs including survey, materials, labor, testing, trenching, dewatering, and all else necessary to complete the work item and provide a fully functional system. If applicable earthwork compaction and other correction factors must be included in the work Descriptions column.
