About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for utility distribution and collection system continuing engineering services under RFP PBCWUD 26-019, with proposals due July 8, 2026 at 3:30 p.m. The department will select up to five firms. A mandatory minimum 20 percent Small Business Enterprise (SBE) participation goal applies, with up to 15 evaluation preference points available based on certified SBE dollar participation commitments. Only firms certified by the County's Office of SBD by the proposal due date qualify for selection consideration under Criteria No. 6; state-certified minority businesses receive two points as mandated by state requirement.
All responding firms and sub-consultants must be certified in Palm Beach County CCNA (Consultants' Competitive Negotiation Act) categories specified in the original advertisement. Firms that have submitted CCNA annual renewal applications but have not yet received certification confirmation by the proposal due date may submit proposals provided final certification is obtained prior to the Final Selection Committee meeting. The multidisciplinary team must meet all CCNA categories; structural engineering services cannot be provided independently by a single firm. Firms do not need to maintain a primary office in Palm Beach County, though up to 3 points may be awarded for work performed by personnel located within the team's Palm Beach County offices, with a minimum of 25 percent project participation required to qualify for those points.
The contract will have a four-year term. Services include planning, architecture, engineering, land surveying, geotechnical, and condition assessment for utility transmission, collection, lift station, and pump station facilities. The department serves over 600,000 residents across 1,300 square miles and is the third-largest utility in Florida. Individual project construction costs are capped at $7.75 million and professional service fees are capped at $500,000 per study under Florida Statutes 287.055 limitations. Compensation is structured as hourly rates and lump sum fees with overhead and profit factors applied to actual hourly raw labor rates. Professional liability insurance of not less than $3 million per claim and commercial general liability of $500,000 are required. The pre-proposal meeting was held June 8, 2026. The projected contract award date is December 2026, with selection committee meetings anticipated for August or September 2026. Proposals must include a Letter of Interest (10 pages maximum), GSA Form SF 330, Prime Consultant and Sub-consultant Questionnaires, OSBD Schedules 1 and 2, Commercial Non-Discrimination Certification, and a Conflict of Interest Disclosure Form, submitted in nine original copies.
