About this file
This is Addendum No. 5 issued by the Palm Beach County Water Utilities Department regarding Project No. PBCWUD 26-019 for Utility Distribution & Collection System Continuing Engineering Services. The addendum provides clarification on submission requirements for the Letter of Interest component of the procurement, specifically addressing page limit specifications that had generated inquiry from potential bidders.
The addendum clarifies that the Letter of Interest submission is limited to a maximum of 10 printed pages, which may be satisfied by submitting either 10 single-sided pages or 5 double-sided pages. This clarification resolves ambiguity from previous RFQ documents and aligns with guidance from the 2023 RFQ process. The addendum was issued on June 30, 2026, by Krystin Berntsen, P.E., PMP, Deputy Director of the Palm Beach County Water Utilities Department.

ADDENDUM NO. 5
PALM BEACH COUNTY WATER UTILITIES DEPARTMENT
UTILITY DISTRIBUTION & COLLECTION SYSTEM
CONTINUING ENGINEERING SERVICES
Project No. PBCWUD 26-019
QUESTIONS AND ANSWERS:
Q1 – The documents clearly state that the Letter of Interest is "10 printed pages maximum", which means you can either submit 10 printed 1-sided pages or 10 printed 2-sided pages. This is consistent with the previous RFQ (2023) which originally stated "20 pages" which was then clarified as being 10 printed pages maximum. We have spent a lot of thoughtful time filling and formatting the 10 printed pages (2 sided) with recent relevant information and it would be unfortunately to spend the weekend reducing it (but doable).
A1 – The letter of interest is limited to a maximum of 10 printed pages. This may be met by submitting either 10 single-sided pages or 5 double-sided pages.
