About this opportunity
The City of Amarillo is soliciting bids for utility billing door tag placement services—field delivery, placement, and documentation of utility billing notices at designated customer locations—with bids due October 1, 2026 at 3:00 PM via the Euna Procurement platform under Bid Number BVB 417-26 YM. A local-vendor preference under Texas Local Government Code Section 271.9051 applies to vendors with principal places of business within Amarillo city limits whose bids fall within 5% of the lowest non-local bid price; qualifying local vendors must submit a Local Preference Consideration Application documenting economic development opportunities including local employment and tax revenue impact.
The contractor will pick up preprinted hang tags and address lists from the Utility Billing Department a minimum of three times per week and deliver invoices weekly. The City issues approximately 600–1,000 door tags monthly on a per-district basis with no guaranteed minimum. The contractor must provide a qualified individual with a criminal background check meeting City employment standards, reliable transportation with current Texas auto liability insurance, and maintain professional appearance wearing City-branded clothing with visible emblem and City Contractor ID card. The contractor is not required to answer customer questions; customers contact the Utility Billing Department directly. All placement documentation must be returned weekly for payment processing per Utility Billing Department deadlines.
Compensation is a fixed fee per door tag delivered, all-inclusive of contractor expenses including vehicle fuel, maintenance, and insurance. The contract term is two years with three optional one-year renewal terms; either party may terminate without cause with 30 days' prior notice. The contractor must maintain general liability, automobile liability, and worker's compensation insurance per City specifications and carry $1 million in combined coverage limits. Payment is due within 30 days of invoice receipt.
Bids are evaluated on a best-value basis: 40 points for price (lowest overall cost), 30 points for vendor service and support capability, 25 points for experience with local government or governmental entities, and 5 points for references. Bidders must provide three references from governmental agencies or regional districts with comparable experience. All bids must remain valid for a minimum of 120 days. The contractor must execute the City's Independent Contractor Agreement and submit all required insurance documentation and Form 1295 (Disclosure of Interested Parties) within ten calendar days of award. Bids are opened via Microsoft Teams teleconference; no formal bidders' conference or site visit is scheduled.
