About this opportunity
Seminole County is seeking qualified vendors to provide comprehensive utility bill printing, inserting, and mailing/emailing services through Invitation for Bid (IFB) #604816-24/MHH. The procurement targets a vendor capable of processing approximately 44,000 water and sewer utility customer bills, including 25,000 printed bills and 17,000 emailed bills monthly across 17 billing cycle days. Deliverables include daily utility billing statements and weekly final billing statements, with specific requirements for printing monthly utility bills (39,500), quarterly sanitation bills (12,000), annual stormwater bills (29,000), and business tax receipt notices (5,800). The evaluation process will assess bidders on four equally weighted pass/fail criteria: technical capabilities, project understanding, innovative solutions, and reference checks. Key procurement dates include a question deadline of June 17, 2024, with proposals due electronically through the county's e-Procurement Portal by June 26, 2024, at 2:00 pm.
The contract is structured as a three-year term with options for two additional one-year renewals, with no specific set-aside designations for disadvantaged enterprises mentioned. The initial three months will be considered probationary, during which Seminole County may terminate the agreement without cause. The pricing structure is based on a fixed fee approach with unit pricing for various bill types and additional services, including potential city-provided insert handling. Contractors must meet comprehensive insurance requirements, including workers' compensation, commercial general liability, business automobile liability, and cyber liability insurance. The contract mandates E-Verify compliance and adherence to public records laws. While a specific contract value is not explicitly stated, the detailed pricing proposal suggests a substantial annual commitment based on the volume of utility bills, inserts, and additional services required. Optional digital services, including email billing and online customer viewing, provide potential additional value to the contract.
