About this opportunity
The State of Utah Division of Purchasing, conducting the procurement on behalf of the Utah Insurance Department, is requesting proposals for facilities, equipment, and processing services to administer insurance producer license examinations, acquire and transmit candidate fingerprints, and interface with the Department's data processing vendor Vertafore, with proposals due June 25, 2026.
The scope encompasses establishing and maintaining test sites throughout Utah offering both in-person and remotely proctored examinations for Producers, Consultants, Adjusters, and Surplus Lines Producers in English and Spanish. The vendor must develop and maintain examination questions, provide annual information booklets, manage examination security, ensure Americans with Disabilities Act compliance, collect examination and fingerprint fees from candidates, deposit collected fees into a dedicated bank account to offset service costs, provide statistical reporting on registrants and examination performance, and participate in an annual examination review workshop. All examinations must meet Equal Employment Opportunity Commission standards and be legally defensible.
The contract term is five years beginning January 1, 2027. Historical examination volume ranged from 6,957 to 9,517 annually across 2023–2025. The vendor must guarantee pricing for the entire five-year term with no fee increases permitted during the contract period.
The evaluation employs a three-stage process: Stage 1 screens for responsiveness and four mandatory minimum requirements (three years' minimum experience in licensing testing services, submission of sample materials, submission of administration forms and reports, and completion of the cost sheet); Stage 2 evaluates nine technical criteria on a 0–5 scale weighted at 85 percent of total score (850 points) covering test development, insurance knowledge, facilities and equipment, security, examination processing, data processing and interface capabilities, fingerprint processing, staff qualifications, and references; Stage 3 evaluates cost separately at 15 percent (150 points), with the lowest-cost responsive vendor receiving full cost points and others receiving proportional points. A minimum technical score of 75 percent (637.5 points) is required for award consideration. Cost evaluation spans three equally weighted categories: Single Examination Fee, Combination Examination Fee, and Fingerprint Processing Fee, each worth 50 points.
The contract requires $1 million commercial general liability and $1 million commercial automobile liability coverage (if vehicles are used), one-year warranty with ten-day repair or replacement obligation, and F.O.B. Destination Freight Prepaid delivery. All contract documents and pricing are public records under the Government Records Access and Management Act; vendors may claim business confidentiality for proprietary information by submitting redacted and non-redacted versions. Exceptions to Standard Terms and Conditions must be submitted during the question-and-answer period in Microsoft Word with redline edits; exceptions after the response deadline will not be considered.
