About this opportunity

The Utah Administrative Office of the Courts is issuing a Request for Proposal (RFP) for a single-award contract to provide Aggression Replacement Training (ART) services to the Fifth District Juvenile Court serving Washington, Beaver, and Iron Counties. The procuring agency seeks a qualified service provider to deliver evidence-based ART programming to moderate and high-risk juveniles aged 13-18 years old who are under court jurisdiction and have identified needs related to aggressive or antisocial behaviors and deficient pro-social skills, with primary focus on males but with capability to serve females as needed. The scope of work requires the contractor to deliver five 10-week ART courses annually, with each course consisting of 30 sessions conducted three times weekly and serving approximately 3-14 youth per session, along with five concurrent 10-week parenting classes for participating youth's parents and legal guardians. Services must be delivered at two designated locations: the Cedar City juvenile court probation office and the St. George juvenile court probation unit. The contractor must employ facilitators holding a minimum master's degree in a related field and must ensure all treatment staff pass criminal background checks, complete professional training specific to at-risk youth, and maintain ART training fidelity through certified trainers and ongoing quality assurance monitoring. Evaluation will be weighted as follows: 30 percent for demonstrating ability to meet the scope of work, 30 percent for technical capability and proven track record, 10 percent for staff qualifications and expertise, and 30 percent for cost, with the lowest-priced proposal receiving 100 percent of cost points. The proposal submission deadline is Tuesday, April 28, 2026 at 3:00 P.M. (MDT), with electronic submission through the Bonfire U3P Utah Public Procurement Place website or hard copy delivery (one original and three identical copies) to the AOC Purchasing Department at 450 South State Street, Salt Lake City, UT 84114-0241. The contract term runs from July 1, 2026 through June 30, 2028, with an option to extend for up to three additional years by mutual agreement. All questions and responses occur through the Bonfire website during the posted Q&A period.

The RFP does not indicate any specific set-aside designations, disadvantaged business enterprise requirements, or restrictions on the types of organizations that can respond, though the contractor must be registered as a business with the Utah Department of Commerce and maintain current business licenses in compliance with state requirements. No incumbent vendors or current contractors are identified in the solicitation materials. The service provider must comply with DHS licensing standards and participate in the Correctional Program Checklist evaluation and quality assurance process, and must maintain workers' compensation insurance, commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability insurance if vehicles will be used. All pricing must be guaranteed for the initial two-year contract term and submitted on the specified cost sheet on a fee-for-service basis with monthly invoicing. The contract documents do not specify an explicit award value or budget range, though cost proposals represent 30 percent of the evaluation criteria and will be scored using a formula where the lowest bidder receives maximum cost points with all other bids evaluated relative to the lowest proposal, with no points awarded to proposals exceeding double the lowest price. The contract is governed by Utah state law, and the State of Utah reserves the right to conduct best and final offer discussions, require oral presentations at the offeror's expense, and terminate for convenience with thirty days' notice or for cause with ten days to cure.

Opportunity text

The purpose of this request for proposal is to enter into a single award contract for Aggression Replacement Training (ART) to juveniles who are under the continuing jurisdiction of the 5th District Juvenile Court in Washington, Beaver and Iron Counties. Youth under juvenile court jurisdiction for delinquency typically live with their parents and/or legal guardians, have a history of offenses against persons, property, and/or public order, and often lack impulse and anger control skills as well as consequential thinking, problem solving and decision-making skills. These youth also exhibit a low level of moral reasoning. Evidence-based, intensive services and interventions are necessary to avoid placing these youth outside of their homes and preventing their further penetration into the juvenile justice system. To that end, the Fifth District Juvenile Court is seeking a provider of Aggression Replacement Training (ART). ART is a well-known evidenced based intervention that has been shown to effectively reduce criminogenic need among adolescent males, 13 years of age and older. The target population to receive ART services through this contract will be moderate and high-risk males with the ability to also offer ART to moderate and high-risk females if needed. The youth participating in ART would be identified with an assessed targeted dynamic need of aggressive/antisocial behaviors or lacking pro-social skills and under juvenile court jurisdiction, between the ages of 13 and 18 years old. Please provide a proposal that addresses all of the requirements and scope of work, including addressing each of the Evaluation score sheet categories, on the attached RFP document. Please provide a cost bid and any other cost information with the attached Cost sheet. All questions and answers will be through this Utah.bonfirehub.com website during the posted Q & A period.
