About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of the Department of Criminal Justice, is requesting proposals for trauma-informed clinical consultation, training, policy support, and victim service coordination services to the Utah Board of Pardons and Parole (BOPP) under RFP CS 26-39, with proposals due June 30, 2026.
Eligible applicants include licensed clinical social workers, licensed psychologists, or other licensed mental health professionals with a minimum of three years of professional experience; nonprofit organizations; and governmental agencies that can employ or contract with a qualified licensed mental health professional. A mandatory requirement is availability of a qualified licensed mental health professional on staff or contract.
The scope encompasses nine primary service areas: victim coordinator collaboration and staff development; training for victim advocates; policy representation on victim services and legislative matters; crisis intervention and staff wellness support; Board consultation on trauma-informed hearing practices; victim services process improvement; coordination with state health and corrections agencies; victim referral procedure development; and Victims' Bill of Rights compliance assurance. The contract term runs one year from July 1, 2026 through June 30, 2027, with optional renewals of up to four additional one-year terms. Vendor pricing must be guaranteed for the initial one-year period.
The contract budget is up to $154,000 annually, funded through the Utah Office for Victims of Crime and BOPP. Evaluation employs a three-phase approach: Pass/Fail Minimum Mandatory Requirements Review, Technical Evaluation (800 points, 80% of total score), and Cost Evaluation (200 points, 20% of total). Technical scoring covers Trauma-Informed Mental Health in Criminal Justice Settings (225 points), Nonprofit/Government and Policy experience (150 points), Training and Professional Development (75 points), Victim Services and Trauma-Informed Practices (100 points), Offender Mental Health Consultation (100 points), and Organizational Mission Expertise (150 points). Proposals must achieve a minimum threshold of 600 technical points (75% of 800) to proceed to cost evaluation. The lowest-priced offeror receives 100 percent of available cost points; others receive proportional points based on their price relative to the lowest bid. Contract renewals depend on BOPP's assessment of service efficiency and effectiveness at least 60 days prior to the end of each grant year.
