About this opportunity
The State of California Department of Rehabilitation has issued an Informal Competitive Request for Quotation (RFQ #03-0812) for the procurement of three cold food vending machines to be installed at the USPO Processing and Distribution facility located at 1675 7th Street, Oakland, California. Quotes are due by April 24, 2026, at 2:00 p.m., with questions to be submitted no later than three business days prior to the due date. The solicitation specifically requires three Smart Store 700 Single models by Cantaloupe Store, with comprehensive technical specifications including dimensions of 77" H x 32.25" W x 31" D, dual voltage (110v/220v) electrical capabilities, full ADA compliance, MEI coin mechanisms with four tube configurations, MEI bill recyclers and validators, and Cantaloupe Credit Card Readers (G11 or newer). All machines must include refrigeration capabilities (0°C to 23°C), price displays, programming capability for individually priced selections and sales logs, sold-out indicators, and three-year warranties covering parts and labor. Bidders must provide newly manufactured equipment only, with delivery, installation, and full operational status required within five weeks (35 calendar days) of order receipt, and must coordinate delivery at least two weeks in advance with the facility's BEP Vendor and BEC contacts to arrange access to restricted areas and verify security clearance requirements. The bid package must include removal and recycling of three existing vending machines (with barcodes 10030036, 10030481, and 10030938) or trade-in with credited value, delivery via truck with liftgate, installation, setup, testing, training on operational features and preventative maintenance, and a 90-day labor warranty period from installation. Award will be made to the lowest responsive and responsible bidder meeting all administrative and technical requirements, with bidders required to submit the Bidder Declaration Form (GSPD-05-105), Post-Consumer Recycled Content Certification, Payee Data Record (STD Form 204), California seller's permit, Darfur Contracting Act Certification, and Federal Debarment certification.
Small Business and Disabled Veteran Business Enterprise (DVBE) preferences apply to this solicitation, although the DVBE incentive has been waived for this particular procurement. Bidders claiming California business certifications as Microbusiness, Small Business, Small Business Nonprofit Veteran Service Agency, or Disabled Veteran Business Enterprise must complete the Bidder Declaration form and verify current valid certifications through the Department of General Services Office of Small Business and DVBE Certification website, ensuring all subcontractors are in good standing with required licenses and permits. The supplier must be the manufacturer or a Factory Authorized Supplier with demonstrated technical expertise, inventory maintenance, and repair capabilities, with all subcontractors utilized for delivery, installation, or warranty services remaining the responsibility of the primary supplier. Bidders must also comply with tax delinquency requirements, Russia sanctions provisions, Target Area Contract Preference Act requirements where applicable, and must notify the state if GenAI has been utilized in proposal preparation. No specific budget or award value range is disclosed in the solicitation documents; pricing is expected to be competitive based on quotes submitted, with separate line items required for freight charges (FOB Destination options available), setup and programming, installation and labor charges with hourly rates, trade-in or removal of existing machines, and warranty information. Submissions should be directed to Jim Abad (Jim.Abad@dor.ca.gov) or Tiffany Baker (Tiffany.Baker@dor.ca.gov), both Procurement Analyst II positions at the Department of Rehabilitation, with quotes accepted via email, U.S. Mail, or fax at 916-558-5699, and all agreements incorporating California Department of General Services General Terms and Conditions by reference.
