About this file
This is a Darfur Contracting Act Certification form required by the State of California for participation in the USPO Processing and Distribution solicitation for cold food vending machines. Bidders must complete the certification to establish eligibility and comply with Public Contract Code section 10478, which requires companies with business activities or operations outside the United States within the previous three years to certify their status regarding scrutinized company designations. The form requires the bidder to provide company name, Federal ID Number, and authorized personnel information, then select one of three certification options through initials or formal signature attesting to their compliance status.
The three certification pathways allow bidders to affirm they have no international business activities, that they are a scrutinized company with written Department of General Services permission to bid, or that they maintain international operations but are not a scrutinized company as defined under Public Contract Code section 10476. Option 3 requires certification under penalty of perjury by an authorized company representative, executed in a specified county and state. This certification must be submitted with the bid or proposal for the informal competitive solicitation requesting three cold food vending machines.
