The Michigan Department of Transportation is requesting proposals for shoulder corrugation installation on US-10 in Williams Township, Bay County under RFP 26-2523, with proposals due September 4, 2026 at 3:00 p.m. Eastern and bidder questions due August 26. Bidders must be currently listed as MDOT Prequalified Contractors in categories J (Concrete, C, C&G) and Cb (HMA Paving) — a mandatory qualification filter.
The scope covers installation of shoulder corrugations to standard plan R-112-J across 5.53 miles of US-10: 5.03 miles on the westbound segment (west of Nine Mile Road to Huron Eastern Railway overpass) and 0.50 miles on the eastbound segment (H&R Railroad tracks to southeast of exit 129). Concrete roadway segments under overpasses at Garfield Road (590 feet), 11 Mile Road (70 feet), and Carter Road (160 feet) are excluded. The work includes all labor, material, equipment, containment, collection, and disposal of spoils, with roadway and shoulder areas swept clean of debris. Pricing is required for freeway shoulder corrugations (57,506 linear feet), channelizing devices (420 furnished and 1,680 operational units), connected arrow boards, mobile attenuators, plastic drums, sign covers, and temporary prismatic signage.
Both the contractor and all subcontractors must be registered with the Michigan Department of Labor and Economic Opportunity for State Project work. Contractors must perform at least 35 percent of contract work with their own organization; subcontractors must be MDOT-prequalified and registered as State Project Contractors. Performance and lien bonds are each required at 100 percent of total contract price. Required insurance includes Commercial General Liability ($1,000,000 each occurrence, $2,000,000 general aggregate), Umbrella or Excess Liability ($5,000,000 general aggregate), Automobile Liability ($1,000,000 per accident), Workers Compensation per applicable law, and Employers Liability ($500,000 each accident).
Contract begin date is September 21, 2026, with all activities completed between September 21 and October 1, 2026. Work hours are Monday through Thursday, 9:00 a.m. to 3:00 p.m., with all lanes open to traffic at end of each workday. The contract term runs through October 21, 2026. Prevailing wage requirements apply per Michigan Department of Labor rates effective November 2025, with certified payroll submitted through MDOT LCPTracker. Liquidated damages are assessed daily per Table 108-1 of the 2020 Standard Specifications for Construction, ranging from $500 to $4,000 per day depending on contract value. Pricing is firm for the entire contract length; payment via Electronic Funds Transfer within 45 days of invoice receipt. Answers to bidder questions are posted by August 31, 2026.
