About this file
This is an informational sheet on prevailing wages for state projects issued by the State of Michigan Department of Labor and Economic Opportunity, Wage and Hour Division (WHD-9917), effective November 2025. The document provides guidance on fringe benefits that may be credited toward prevailing wage rate requirements for construction mechanics on state projects. Fringe benefits are creditable when paid directly to a construction mechanic, contributed on their behalf, provided pursuant to a written contract or policy, or paid into a fund. When fringe benefits are not paid on an hourly basis, the hourly credit is calculated by dividing the annual benefit value by 2,080 hours per year (52 weeks at 40 hours per week).
The document specifies eligible fringe benefits including vacation pay, dental insurance, vision insurance, health insurance, life insurance, tuition reimbursement, bonuses, 401(k) employer contributions, sick pay, holiday pay, and accidental death and dismemberment insurance. Conversely, the document identifies non-creditable items including legally required payments such as unemployment insurance, workers' compensation, and FICA contributions; reimbursable expenses such as clothing allowances, uniform allowances, gas allowances, travel time, and meal or lodging reimbursements; and other payments not classified as wages or fringe benefits, including industry advancement funds and financial or material loans. The sheet includes a detailed example showing how multiple fringe benefits aggregate to an hourly credit value of $3.65.
