About this opportunity
The City of New Haven and Board of Education Food Service is requesting proposals for unitized breakfast items for the school system's meal program over approximately 182–190 instructional days in the 2026–2027 school year, with proposals due June 23, 2026 at 11:00 a.m. via the City's eProcurement Portal. A 25% minority and women-owned business enterprise (MWBE) participation goal applies; an MBE Utilization Form is mandatory and failure to submit renders the response non-responsive.
The scope includes breakfast kits assembled from specified cereals, grains, juices, proteins, fruits, spoons, and milk products. Vendors must propose pricing for listed branded items (Kellogg's, Kashi, Post, General Mills, bagel brands, yogurt brands, and muffin brands) and may submit substitute brands meeting nutritional and quality standards. Vendors must demonstrate quality assurance programs (HACCP, recall documentation, audits), day-to-day delivery capability to all New Haven Public Schools facilities, willingness to partner with MWBEs, and ability to provide annual velocity reports detailing all products purchased including farmer/processor information, locations, certifications, quantities, weights, and costs. Compliance with USDA Buy American provisions and submission of product samples and nutritional analysis are required.
The initial contract term runs July 1, 2026 through June 30, 2027, with two optional one-year renewal periods (2027–2028 and 2028–2029). Pricing shall be firm fixed unless materially dramatic and reasonable unanticipated market changes occur, supported by documentation. No minimum order quantities apply; the City reserves the right to award items to multiple vendors and adjust quantities. Payment terms are net 30–60 days via electronic invoicing.
Evaluation criteria are weighted as follows: scope of requirements 5%, cost/value 25%, service and capability 30%, buying group participation 20%, business information 10%, and complete item list description 10%. A pre-proposal meeting was held June 10, 2026 via Microsoft Teams. Questions were due June 16, 2026 at 5:00 p.m. Procurement contact: Michael Trnik, Procurement Coordinator, 54 Meadow Street, 4th Floor, New Haven, CT 06519. No bid bond, local preference, living wage, or state wage rates apply.
