About this opportunity
Greenville County, South Carolina is soliciting proposals for the procurement and storage of geosynthetic materials for the Twin Chimneys Landfill Unit 4 Cell 5 project through a Request for Proposals issued May 8, 2026. The procurement specifically requires the supply of Geosynthetic Clay Liner (GCL) at 431,920 square feet, High-Density Polyethylene (HDPE) Geomembrane Liner at 454,220 square feet, and Geocomposite Drainage Layer at 431,920 square feet. The selected contractor must purchase these materials from approved manufacturers, store them in a secured, insured, and protected facility, and ensure delivery to the Twin Chimneys Landfill during October-November 2026. The contractor is responsible for all associated costs including delivery to offsite storage, offloading, storage facility protection, monthly inspections with documentation, and reloading and shipping to the landfill site. Acceptable manufacturers are limited to specified vendors: GCL options include Agru America, CETCO, and Solmax; HDPE options include Agru America and Solmax; and geocomposite drainage layer options include Agru America, Skaps Industries, and Solmax. All materials must meet rigorous quality standards including interface friction testing with a minimum peak friction angle of 21 degrees required for each interface. Proposals must be submitted electronically through the County's procurement portal at https://procurement.opengov.com/portal/greenvillecounty by June 10, 2026 at 3:00 p.m., with a question submission deadline of May 15, 2026 at 5:00 p.m. The County anticipates reviewing proposals between June 10 and June 25, 2026, with a tentative award date of June 25, 2026, contract negotiations scheduled for June 25 through July 16, 2026, and a Notice to Proceed issued on July 16, 2026. Evaluation criteria consist of seven equally weighted factors worth 5 points each for a total of 35 points: Meets Product Specifications, Price, Meet Project Schedule, Project Approach/Understanding, Previous Projects, References, and Responsiveness to RFP.
This procurement has no specific set-aside designations for disadvantaged enterprises, and no incumbent vendor or current contractor is identified. Proposers must be either geosynthetics installers approved by the materials manufacturer or the materials manufacturers themselves, ensuring qualified entities capable of procuring and storing these specialized materials. The contract does not guarantee that the selected vendor will serve as the materials installer, as installation will be awarded through a separate solicitation. Contractors must maintain Comprehensive General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, along with Automobile Liability coverage of $1,000,000 combined single limit and Statutory Worker's Compensation coverage. Pricing must be based on payment within thirty days, with unit pricing governing over extended pricing, and all pricing must be current market-based and supported by manufacturer or supplier quotes at the time of bid submission. The County reserves the right to adjust material costs proportionally based on any changes in the contractor's acquisition costs from the manufacturer or supplier. No specific budget range or award value is disclosed in the solicitation documents.
Opportunity text
This solicitation is not for construction, it is for procurement and storage of materials. Vendor shall provide geosynthetic materials for landfill base liner construction (GCL, 60-mil HDPE, Geocomposite). Materials are to be purchased and stored by the Proposer or the materials manufacturer to ensure the materials can be produced and delivered to the Twin Chimneys Landfill in October - November 2026. It is the intent that the materials would be purchased by a geosynthetics installer that has been approved by the materials manufacturer. The manufacturer could also store the materials. Storage of the materials does not guarantee that the Proposer will be the installer of the materials as that is a separate solicitation.
