About this file
This specification document outlines the procurement requirements for geosynthetic materials for the Twin Chimneys Landfill Unit 4 Cell 5 project in Greenville County, South Carolina. The project requires the provision of three primary geosynthetic materials: Geosynthetic Clay Liner (GCL) at 431,920 square feet, High-Density Polyethylene (HDPE) Geomembrane Liner at 454,220 square feet, and Geocomposite Drainage Layer at 431,920 square feet. Materials must be purchased, stored offsite in a secured and insured location under manufacturer specifications, and delivered to the Twin Chimneys Landfill during October-November 2026. The proposer is responsible for all costs associated with material delivery to offsite storage, offloading, storage facility protection, monthly inspections, documentation, and subsequent reloading and shipping to the landfill site. The storage location must be inspected monthly by the proposer with documentation provided to the owner, and site visits by the owner or engineer are permitted with adequate notice.
Pricing for each line item is submitted as a lump sum payment structured on milestone deliverables: delivery to storage location, provision of storage inspection reports, inspection by owner/engineer, and final delivery to the Twin Chimneys Landfill. The contractor must submit manufacturer names for each material, a detailed schedule including notice to proceed, material submittal and review timelines, manufacturing timeline, storage facility details, and the physical storage address. Acceptable manufacturers are limited to specified vendors: GCL options include Agru America, CETCO, and Solmax; HDPE options include Agru America and Solmax; and geocomposite drainage layer options include Agru America, Skaps Industries, and Solmax. All materials must meet rigorous quality standards including interface friction testing at specified normal stresses, with a minimum peak friction angle of 21 degrees required for each interface in the system. Failure to properly store materials as specified constitutes grounds for non-payment by Greenville County.

1.2 CONDITIONS SPECIFIC TO THIS PROJECT
A. CQC/CQA Duties: In general, the CQC Consultant will perform all testing related to earthwork and soil liner work and provide documentation to the CQA Consultant. The CQA Consultant will conduct the destructive geosynthetic testing and official construction documentation for submission to the SCDES. CQC and CQA documentation will be used by the CQA Consultant to prepare and submit final certification to SCDHEC. The majority of the CQC responsibilities and all of the testing requirements are defined by these specifications. However, CQC/CQA communication is addressed in the CQA Plan. The majority of the CQA responsibilities are defined by the CQA Plan.
B. The CONTRACTOR (Geosynthetic Installer/Supplier) is responsible for construction of any additional access/haul roads; however their locations are subject to approval by the OWNER.
The Contractor shall repair/reconstruct all existing roads and features to preconstruction condition or better, regardless of use of these by others. In the absence of preconstruction condition documentation by the contractor, they shall be repaired to the satisfaction of the OWNER. All roads shall be passible by a pickup truck traveling 15 mph at the completion of work.
C. Site Access:
1. The primary access to the site available to the CONTRACTOR is entering through the existing contractor’s entrance on U.S. Highway 25. The CONTRACTOR is responsible for securing this entrance at all times.
2. Access via the paved landfill entrance shall be only for attending meetings and as allowed by the OWNER.
1.3 DATA AND MEASUREMENTS
A. The data given in the Specifications and shown on the Drawings is believed to be accurate but the accuracy is not guaranteed. The Contractor must take all levels, locations, measurements, and verify all dimensions of the job site prior to construction and must adapt his work into the exact construction. Larger scale Drawings take precedence over smaller scale Drawings, and approved shop drawings take precedence over all others.
PART 2 - PRODUCTS

2) In this case, some Drawings may contain relatively few or no comments or the statement, "Resubmit to maintain a complete package."
3) Distribution to the Owner and field will not be made (unless previously agreed to otherwise).
6. Failure to include any specific information specified under the submittal paragraphs of the Specifications will result in the submittal being returned to the Contractor with "C" or "D" Action.
7. Calculations required in individual Specification Sections will be received for information purposes only, as evidence calculations have been stamped by the professional as defined in the specifications and for limited purpose of checking conformance with given performance and design criteria. The Engineer is not responsible for checking the accuracy of the calculations and the calculations will be returned stamped "E. Engineer's Review Not Required" to acknowledge receipt.
8. Contractor shall furnish required submittals with sufficient information and accuracy to obtain required approval of an item with no more than three submittals. Engineer will record Engineer’s time for reviewing a fourth or subsequent submittal of a Shop Drawings, sample, or other item requiring approval, and Contractor shall be responsible for Engineer’s charges to Owner for such time. Owner may impose a set-off against payments due to Contractor to secure reimbursement for such charges.
9. Transmittals of submittals which the Engineer considers as "Not Required" submittal information, which is supplemental to but not essential to prior submitted information, or items of information in a transmittal which have been reviewed and received "A" or "B" action in a prior submittal, will be returned with action "E.
Engineer's Review Not Required."
10. Samples may be retained for comparison purposes.
a. Remove samples when directed.
b. Include in bid all costs of furnishing and removing samples.
