About this file

This is a technical drawing document for Greenville County, South Carolina's Twin Chimneys Landfill Unit 4 Cell 5 liner system, prepared by HDR Engineering Inc. The drawing illustrates the geosynthetic materials layout and specifications for the landfill base liner construction, including the placement of geosynthetic clay liner (GCL), 60-mil HDPE geomembrane, and geocomposite drainage media across the proposed 5.0-acre Cell 5. The document specifies construction requirements for clay soil liner installation from stockpiled materials, HDPE liner panel layouts with seaming parallel to maximum slope, leachate collection pipe systems with perforations and fusion welds, and locations for monitoring wells, piezometers, and methane monitoring stations. Multiple notes detail surveying requirements for as-built documentation, permeability testing procedures, CQA certification requirements prior to HDPE installation, and construction baseline specifications. The drawing references related details in sheets 15C-08 and 15C-09 and indicates a delivery timeline of October-November 2026.

The related procurement solicitation seeks geosynthetic materials consisting of GCL, 60-mil HDPE geomembrane, and geocomposite drainage media for this project. The vendor must procure and store these materials to ensure production and delivery to the landfill by October-November 2026. The solicitation specifies that materials must be purchased by a geosynthetics installer approved by the materials manufacturer, though the manufacturer may also serve as the storage provider. Critically, material storage does not guarantee the proposer will be awarded the separate contract for material installation, which will be competitively solicited independently. This procurement is strictly for material supply and storage, not construction services.
