About this opportunity
The Town of Manchester, Connecticut is seeking sealed bids for the Union Pond Dam Spillway Rehabilitation Project (Bid No. 22/23-76), a comprehensive infrastructure improvement initiative located in Hartford County. The project involves structural rehabilitation of the existing concrete spillway and training walls at the Union Pond dam, including critical tasks such as clearing, grubbing, water handling, riprap slope protection, and chemical grout leak sealing. Specific deliverables include 200 linear feet of chemical grout injection, 9 chemical grout pumping locations, 810 square feet of concrete spall repair, and 220 square feet of deep concrete spall repair. The contract time is set at 150 working days, with a planned project commencement date of June 12, 2023. Bids are due electronically via the Town's eProcurement Portal by 2:00 pm on May 18, 2023, with a bid opening scheduled for the same day via a Zoom meeting. Bidders must provide a bid bond or cashier's check for 5% of the total bid price, and the Town reserves the right to accept or reject any bids.
The project includes specific requirements for Disadvantaged Business Enterprises (DBEs), with contractors required to document and seek DBE participation in the project. The bid is subject to multiple federal and state regulations, including FHWA-funded project provisions, CDBG requirements, and Connecticut Department of Labor standards. Contractors must comply with prevailing wage laws, non-discrimination requirements, and complete a 10-hour OSHA Construction Safety and Health Course. The project emphasizes workforce diversity, with specific provisions for DBE involvement, including requirements that DBE trucking firms must self-perform at least 30% of their contract value. While a specific project budget is not explicitly stated, the comprehensive technical specifications and multiple permit requirements suggest a significant infrastructure investment. The project is funded through municipal sources and requires environmental permits, including a Connecticut Department of Energy and Environmental Protection (CTDEEP) Dam Safety Permit and a U.S. Army Corps of Engineers authorization.
