About this opportunity
The Washington Convention and Sports Authority, operating as Events DC, a District of Columbia government agency, is soliciting proposals for Uniform Purchase Services under Request for Proposal #25-S-031. The procurement seeks a qualified contractor to supply uniforms for 228 total employees across three departments: the Facility Operations Division (40 employees), the Public Safety Department (108 employees), and the Meeting Services Department (80 employees). The uniforms must meet four-star/four-diamond hospitality industry standards and include specialized items such as moisture-wicking polo shirts in multiple colors, cargo pants, flame-resistant garments, blazers, oxford dress shirts, high-visibility vests, winter outerwear, knit hats, baseball caps, industrial gloves, and embroidered patches or logos, with all items requiring individual alterations to fit employees. Contractors must possess a minimum of ten years of documented experience servicing organizations with over 40 employees and must assign a Senior Manager with at least five years of relevant experience to the contract. The RFP was released on March 5, 2026, with written questions due by 12:00 PM EST on March 16, 2026, and proposals due by 3:00 PM EST on April 6, 2026. The base contract term runs from the award date through September 30, 2026, with four one-year renewal options available. Evaluation criteria include technical proposals weighted at 80 points maximum, price evaluation at 20 points maximum, and District of Columbia certified business enterprise (CBE) preferences at 12 points maximum, for a total possible score of 112 points. Contractors must submit firm-fixed-price pricing for the base term and each of the four option years, with all quotes valid for one hundred twenty calendar days from submission.
Events DC offers District of Columbia certified business enterprise preference points, including up to three points for small business enterprises, five points for resident-owned businesses, five points for longtime resident businesses, and additional points for local business enterprises, disadvantaged businesses, veteran-owned businesses, and local manufacturing businesses. Contractors must obtain commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, umbrella liability coverage of $5,000,000, workers' compensation at statutory limits, and errors and omissions coverage of $5,000,000, in addition to compliance with prevailing wage requirements established by the U.S. Department of Labor Service Contract Act determination for the District of Columbia, Maryland, and Virginia region. All contractors must complete multiple compliance documents including a Tax Certification Affidavit, W-9 Form, Representations and Certifications, ACH banking form, and a Disclosure Statement regarding any relationships with Events DC Board of Directors or Executive Staff members. Contractors must also comply with the First Source Employment Act for contracts exceeding $300,000, requiring that fifty-one percent of hired personnel be District of Columbia residents, and must ensure that thirty-five percent of the contract value is awarded to certified Small Business Enterprises or Certified Business Enterprises for contracts exceeding $250,000. No specific budget or award value is listed in the solicitation materials; pricing is to be submitted by contractors on the provided pricing form. Events DC is exempt from federal excise tax, transportation tax, and District of Columbia sales and use taxes, and contractors must provide pricing exclusive of all taxes with rates no higher than the contractor's most favored customer rates for comparable quantities, terms, and conditions.
