About this opportunity
The Colorado Department of Public Health and Environment (CDPHE), Air Pollution Control Division (APCD), in partnership with the Office of Information Technology (OIT), is soliciting proposals for the design, development, implementation, and deployment of a Unified Data Dissemination Application (UDDA) through RFP 2026000125. This web-based application will centralize public access to air quality data, emissions information, permitting data, and modeled data through interactive dashboards, customizable mapping functionality, and data visualizations accessible via Amazon Web Services (AWS) hosting. The application must include public-facing webpages featuring an Overview tab with interactive maps and filtering capabilities, a My Air Quality tab enabling users to input addresses for localized information, and five Hot Topics tabs addressing criteria pollutants, air toxics, greenhouse gases, ozone, and methane with educational and regulatory content, along with an administrative backend for APCD staff to manage content and data flows. The system must integrate with existing data sources including ONGAEIR 2.0, the Colorado Air Emissions Reporting System (CAERS) V6, the Air Toxics Monitoring Database (ATMD), Hyland OnBase document management systems, and multiple APIs utilizing MuleSoft connections. Mandatory requirements include AWS hosting capability, three years of experience developing WCAG 2.1 Level AA compliant web applications with large environmental datasets, completion of three similar projects within the past five years, current information security certifications such as ISO 27001 or SOC 2 Type II, Azure DevOps experience, 99.9% annual uptime capability, capacity for 5,000 concurrent users, disaster recovery planning with one-hour recovery time objectives, and compliance with all Colorado Office of Information Technology security policies and NIST standards. Key deliverables include a project development plan, technology architecture diagrams, complete development of all webpages and tabs, user acceptance testing documentation, final guidance documentation, and monthly progress summaries with knowledge transfer through user manuals, video tutorials, and runbooks. Written inquiries must be submitted by March 19, 2026 at 2:00 PM MST, with responses published by April 1, 2026; proposals are due April 30, 2026 at 2:00 PM MST; oral presentations and best and final offers are estimated for May 2026; and the Notice of Award is targeted for mid-2026, with the initial contract term running from July 1, 2026 through October 4, 2029, followed by up to four optional one-year extension periods for a maximum five-year contract term.
There are no identified set-asides for this procurement; however, proposers must disclose whether their organization qualifies as a Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), or Women's Business Enterprise (WBE) on the signature page submission. The RFP indicates no incumbent vendor exists as this represents a new implementation. Successful proposers must be registered with Colorado Vendor Self Service (VSS) at the time of award, with FEIN registration matching VSS records required for eligibility. The State of Colorado will provide the AWS test and production environments, access to data sources, and OnBase integration support, while the awarded vendor bears responsibility for data mapping, validation logic, API development, and content management system implementation. The procurement budget is fixed at $2,075,000 for the initial contract period covering all development, implementation, deployment, and a 180-day warranty period, with separate pricing required for optional AI functionality and optional annual maintenance and support for two additional years beginning October 9, 2028 through June 30, 2031 pending available funding. Proposals must include firm, fixed pricing in U.S. dollars with detailed cost breakdowns for project management, system development, OnBase document integration, optional AI enhancements, optional maintenance years, and estimated annual operational costs, with payment issued upon verified completion of each deliverable using a cost-reimbursement model based on proposed milestones.
