About this file
This is a Draft Statement of Work for the Colorado Department of Public Health and Environment's Air Pollution Control Division detailing the development of a unified data dissemination web application. The project aims to create a centralized, publicly accessible platform that consolidates air quality data currently dispersed across multiple sources within the Division, enabling Colorado residents and stakeholders to access, visualize, and download air quality information through hierarchical webpages and interactive data dashboards. The awarded vendor must develop a comprehensive system including an Overview tab with customizable map functionality, filtering menus, and dynamic data panels; a My Air Quality tab allowing users to input addresses and view localized air quality information; and five Hot-topic tabs addressing criteria pollutants, air toxics, greenhouse gases, ozone, and methane with educational and regulatory content. Key deliverables include a project development plan, technology architecture diagrams, the complete Overview and My Air Quality tabs, five Hot-topic tabs, a user acceptance testing tracking report, final guidance documentation, and monthly progress summaries. The vendor must conduct a kick-off meeting within two weeks of contract execution, with all timeline-dependent deliverables proposed by the bidder during the bid submission process.
The statement of work requires the vendor to ensure system compatibility with the existing CDPHE data ecosystem, comply with Office of Information Technology security and accessibility standards, integrate with current databases including the Air Toxics Monitoring Database through APIs and MuleSoft connections, and develop intermediary data products that apply computations, create visualizations, and format data for public display. The vendor must provide knowledge transfer through internal and external user manuals, video tutorials, runbooks, and architecture documentation that enable CDPHE staff to independently manage and expand the system in the future, including developing new data connections, modifying intermediary products, and designing additional tabs. The contract includes role-based access controls, change tracking for CDPHE modifications, and monthly summary reporting on meetings, completed tasks, progress assessments, and staff hours. Performance monitoring will be conducted by the APCD ATOPs Data and Quality Assurance Unit Manager throughout the contract period, with compliance issues requiring written notification within five days and collaborative resolution plans documented and agreed upon by both parties.

EXHIBIT B
DRAFT STATEMENT OF WORK
I. Project Description This project serves to develop a unified data dissemination tool in a web application format for the Colorado Department of Public Health and Environment’s Air Pollution Control Division. In order to better and more transparently disseminate information gathered by the Division, or readily available to the Division, to residents of Colorado, this project will build a series of hierarchical webpages and data dashboards to create a one-stop shop for all publicly available information for all relevant stakeholders in Colorado.
The value of developing this tool is to centralize all of the many data types collected by the Division for public dissemination in an easily digestible, intuitive, and educational manner. This tool will simplify access to the Division's public data by creating a single access point for this information. Having a single access point for all public information also allows to better synthesize all of the many disparate data types currently within the Division, which will provide more holistic information for stakeholders to support more informed data driven decisions.
This is an environmental and health project. Public health, safety, and welfare are endangered by the emission of air pollutants into the ambient air. Reducing pollution and improving air quality is a key part of the strategic plan for the Colorado Department of Public Health and Environment, with a vision of making Colorado the healthiest state with the highest quality environment.
II. Definitions

3. The awarded vendor must work collaboratively with the APCD PM team to establish regular project development status protocols that meet the requirements of the state.
4. The awarded vendor must work collaboratively with the APCD OIT team to ensure that the project plan meets and adheres to all security and ecosystem requirements for incorporation into the State’s existing web environment.
Primary Activity #2 The awarded vendor shall develop the overall system’s technology architecture diagram(s) and website navigation roadmap
Sub-Activity #2
1. The awarded vendor shall develop an architecture diagram that must include diagrams for all identified root level tabs shown in Exhibit D System Mockup.

a. Technology connections to existing backend databases needed, and
b. Tools used to process data for display on the front-end web-page.
Primary Activity #3 The awarded vendor shall design and develop the primary infrastructure to support all of the functionality identified for the Overview tab (page 2-15) of the Mockup (Exhibit D).
Sub-Activity #3
1. The awarded vendor will build an Overview tab to include dynamic scalable panels where
a. One panel is for map customization and filtering menus,
b. One panel is a map, and
c. One panel allows for various pre-defined tiles (page 2 of Exhibit D) to communicate specific information/data/figures depending on what icon has been clicked on the map. Other layout ideas proposed will be considered.
2. The awarded vendor will design a map customization panel including, at a minimum, the menus identified on pages 3-5 of Exhibit D with the identified customization and filtering functionality.
3. The awarded vendor shall build a final product allowing APCD technical staff to modify, or update these menus and parameters as needed, which are listed below
a. The Base Map Layer Map menu, which should include selectable multiple base layer maps: at a minimum, satellite imagery (e.g. Google/ESRI...etc), hybrid map imagery (e.g. google/openstreetmaps…etc) with ability to turn on/off roads layer,
b. The Date Selection Menu, which should filter the icons on the map based on what facilities, or monitoring locations were present at the time selected,
c. The Emission Sources and Air Monitoring menus, which should filter for selected parameters and only show the relevant icons on the map.
d. The Modeling and Other Useful Layers, which will turn on and off specific modeled layers in an intelligent manner (i.e. the individual layers are additive in a methodology that makes sense), and
e. The Air Pollutant filters, which should filter for only those facilities and air monitoring locations that are permitted and are monitored for, respectively, for the specified pollutant.
4. The awarded vendor shall design the system such that the map panel is
a. the focal point of the page,
b. dynamically scalable (relative to the other panels), and
c. containing a map toolbar.
5. The awarded vendor will incorporate custom icons provided to the contractor to use for all facilities and different types of monitoring locations; including:
a. Stationary,
b. Mobile,
c. Temporary (deployed in one location for a finite period of time), and
d. Aerial.
6. The awarded vendor shall optimize the usability of the system by incorporating the following features:
a. The facility icons that have clustering functionality as the user zooms out for clarity (example),
b. The map toolbar that includes (see page 5 of Exhibit D), at a minimum:
i. A pop-out legend identifying what is currently being viewed on the map (show/hide),
ii. A reset button,
iii. A Download data button; which downloads the information currently being viewed on the map,
iv. Mapping features to include:
1. The ability for public users to add marker with label, where marker type and color are selectable and label text color, background color, and box line are user customizable,
2. The ability for public users to draw: line, circle, box, shape (where object color can be selected), and

vi. The ability for public users to generate and save map current view image in a common image format (e.g., .jpeg, .png, .pdf, other).
vii. A user-friendly and intuitive layout that includes the content and features of Exhibit D, but is organized and built for optimal UX design
7. The awarded vendor will design a system such that all icons on the map will act as triggers to update information shown in the third dynamic panel. Based on what icon has been selected, the menus, and sub-menus will display certain pre-defined information. Examples are provided on pages 6-15 of Exhibit D.
8. The awarded vendor will deliver a system where APCD technical staff shall have the ability to modify the layers to include additional or modified facility information, updated census tract, or modelled layers that the system uses to display this information.
