About this file
This is an Addendum 4 Q&A document for RFP# 2026-0125, the Unified Data Dissemination App (UDDA) project, involving the Colorado Department of Public Health and Environment (CDPHE) and the Office of Information Technology (OIT). The project focuses on developing an integrated data dissemination system that will consolidate facility and emissions data from ONGAEIR 2.0, compliance data from CAERS (Colorado Air Emissions Reporting System) V6, and enforcement records from OnBase. The system must be fully developed, implemented, and operational by October 4, 2029, with the contract structured as a one-year initial term with up to four optional extension years for a maximum five-year term. The State indicated that vendors may complete development, integration, testing, UAT, and final acceptance earlier than October 2029, with remaining contract periods used for warranty, maintenance, support, and optional enhancements.
Key technical and operational considerations addressed in the Q&A include ONGAEIR 2.0 exposing RESTful APIs using JSON format through the OIT Anypoint Platform (MuleSoft exchange), with sandbox test environments available before system completion for integration testing. The existing ONGAEIR facility and emissions dataset of approximately 14,000 facilities and 2,500 companies will fully migrate to ONGAEIR 2.0. CDPHE clarified that OnBase is hosted on both on-premises and Hyland Cloud infrastructure, with OIT managing the Enterprise Content Services contract through October 1, 2028. Specific document type configurations, existing Anypoint connectors, and AI/LLM platform approvals will be uncovered through discovery, with OIT required to review and approve each AI use case separately under Colorado law (SB24-205).

SOLICITATION QUESTIONS AND ANSWERS - 4
Solicitation #: RFP# 2026000125 Solicitation Name: Unified Data Dissemination App - OIT
Vendor Question #1: What API formats/schemas will ONGAEIR 2.0 expose through the OIT Anypoint Platform (MuleSoft exchange)?
CDPHE Answer #1: My understanding, exposing RESTful APIs using JSON.
Vendor Question #2: Will sandbox/test environments for ONGAEIR 2.0 be available before its completion date for UDDA integration testing?
CDPHE Answer #2: If this is being built out on OIT environment and sandbox is requested in the SOW deliverable for OIT, yes SANDBOX will be available
Vendor Question #3: Will the existing ONGAEIR facility/emissions dataset (~14,000 facilities / ~2,500 companies) migrate fully to ONGAEIR 2.0?
CDPHE Answer #3: Yes.
Vendor Question #4: We understand from the EPA AQAD NACAA Spring 2025 presentation that Colorado is onboarding to CAERS V6. What is the current status of Colorado's CROMERR process and CAERS onboarding timeline relative to the 6/30/2027 milestone?
CDPHE Answer #4: ONGAEIR and Colorado CAERS are being developed simultaneously.
Vendor Question #5: What is the boundary between CAERS (structured compliance data) and OnBase (PDF documents) for compliance/enforcement records displayed in the UDDA?
CDPHE Answer #5: Our CAERS system will store reported emissions of air toxics data in tabular format.
Vendor Question #6: Is OnBase hosted on-premises, in a state data center, or in Hyland Cloud?
(We understand OIT operates OnBase under Enterprise Content Services with a Hyland contract through 10/1/2028.)
CDPHE Answer #6: OIT has both
Vendor Question #7: What Document Types and Keyword Types are configured for permits, regulations, modeling reports, and compliance records relevant to the UDDA?
CDPHE Answer #7: This will be uncovered through discovery.
Vendor Question #8: Is there an OIT-approved AI/LLM platform for the optional AI feature (e.g., Amazon Bedrock, Azure OpenAI)? If so, are there usage policies beyond the Colorado AI Act (SB24-205, §6-01-1701, effective 6/30/2026)?
CDPHE Answer #8: OIT to review every use case for each project for approval or denial of AI use for provided use case.
Vendor Question #9: What existing Anypoint connectors or APCD-specific integrations are already published in the OIT MuleSoft exchange?
CDPHE Answer #9: This will be uncovered through discovery.
Vendor Question #10: Section 2.9 indicates that the system must be fully developed, implemented, and operational by October 4, 2029. Can the State please confirm whether the awarded vendor is permitted to complete development, integration, testing, UAT, and final acceptance earlier than this date, with any remaining contract period used for warranty, maintenance, support, and optional enhancements only?
CDPHE Answer #10: This would be allowed assuming the system has been finalized, UAT is complete, and the system is fully approved by CDPHE staff.
Vendor Question #11: "The RFP describes an initial contract term with up to four (4) optional extension years (not to exceed five years total). At the same time, portions of the RFP and Attachment 2 reference a system Go‑Live / development completion timeframe extending to October 2029. Could the State please clarify how the October 2029 Go‑Live or development completion date aligns with the initial contract term and the four optional extension years? Specifically, would the optional years be exercised to cover continued system development through October 2029, followed by post‑Go‑Live operations and maintenance thereafter?"
CDPHE Answer #11: State contracts are typically set up for a one-year initial term and are extended for up to 4 additional option years in order to fulfill the full standard five-year term contract. This is an explanation of how the timeframe is carried out for the contract.
The due date(s) for any specific activities have been provided to be within that overall contract time frame and are in cooperation with either current or additional funding regardless of how they fall within the initial term or the additional option years.
