About this opportunity

The Colorado Department of Public Health and Environment (CDPHE), Air Pollution Control Division (APCD), in coordination with the Office of Information Technology (OIT), is soliciting proposals for the development of a Unified Data Dissemination Application (UDDA) through RFP 2026-0125. This procurement seeks a comprehensive web-based system to consolidate and publicly disseminate air quality data, emissions information, permitting data, and modeled data currently maintained across multiple division programs. The system must be hosted on Amazon Web Services (AWS) and include a public-facing interface with multiple content tabs (Overview, My Air Quality, and Hot Topics covering criteria pollutants, air toxics, greenhouse gases, ozone, and methane), an interactive map-based dashboard with customizable filtering capabilities, an administrative backend enabling APCD staff to manage content without coding expertise, and integration with existing systems including Hyland OnBase, Colorado's Single Sign-On solution, and Google Analytics. Key deliverables include system architecture design, development of all specified tabs and functionality, user and technical documentation, knowledge transfer to APCD staff, comprehensive training, and a 180-day post-production warranty period. Mandatory minimum qualifications require proposers to demonstrate experience with AWS cloud environments, interactive map-based applications, large environmental datasets (preferably air quality monitoring data), Hyland OnBase integration, Azure DevOps, current security certifications (ISO 27001 or SOC 2 Type II), WCAG 2.1 Level AA accessibility compliance, and financial stability documentation. The system must achieve 99.9% annual uptime with capacity for 5,000 concurrent users, support zero-downtime deployments, maintain maximum data latency of five minutes for real-time air quality data, and comply with Colorado Office of Information Technology security policies and NIST standards. Written inquiries must be submitted by March 19, 2026 at 2:00 PM MST, with proposals due April 22, 2026 at 2:00 PM MST (revised from the original April 30 deadline). Oral presentations and best and final offers are anticipated at dates to be determined, with notice of award expected at a later determined date.

No set-aside designations or restrictions limiting the types of organizations eligible to respond are specified in the solicitation documents; however, proposers must disclose disadvantaged, minority, or women's business enterprise status if applicable on the signature page. There is no incumbent vendor or existing system in place, as this represents a new implementation initiative. The system must integrate with and utilize existing infrastructure including Hyland OnBase, the State's AWS environment, Colorado's Single Sign-On solution, the Air Toxics Monitoring Database (ATMD), and ONGAIER 2.0 and CAERS (Colorado Air Emissions Reporting System) with modifications required by April 1, 2029. Proposers must be registered with the Colorado Vendor Self Service (VSS) system to be eligible for award, though registration is not required to view solicitation documents, and the Federal Employer Identification Number (FEIN) provided must match VSS registration. The state has allocated $2,075,000 for system development, implementation, deployment, project management, OnBase document integration, and a 180-day post-production warranty period, with optional costs for artificial intelligence capabilities and optional annual maintenance and support years (Years 2 through 5) to be scoped and priced separately post-go-live. The initial contract term runs from July 1, 2026 through October 8, 2028, with four optional one-year extension periods available for maintenance and support, potentially extending the total contract term to five years, subject to available funding and legislative appropriations.
