About this file

This submission instructions document governs proposal submittal procedures for the Unified Data Dissemination Project issued by the Colorado Department of Public Health & Environment (CDPHE). Vendors may submit proposals through two methods: electronic submission via the Rocky Mountain E-Purchasing System (BidNet) at www.bidnetdirect.com/cdphe, or physical delivery via flash drive to the CDPHE Purchasing and Contracts Unit. Electronic submissions must be completed no later than one hour prior to the deadline to allow processing time, and vendors should register with BidNet in advance to avoid delays. Physical submissions must be delivered to the CDPHE Mail Room at 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530, attention Allan Smith, Purchasing Unit Supervisor, with allowances for USPS delivery requiring a minimum of two additional days. The mailroom operates Monday through Friday from 8:00 a.m. to 4:00 p.m., with closure from 11:30 a.m. to 12:30 p.m. daily.

Each proposal submittal, regardless of delivery method, must include one original copy of Attachment 1 signed in ink or via digital signature, and one digital file version of the proposal in Word 2003 or newer or PDF format. Email submissions are not accepted. All packages must be sealed in appropriate envelopes clearly marked with the offeror's name, solicitation number and title, and proposal submission due date and time. Vendors submitting electronically will receive email confirmation of successful upload, while BidNet vendor support is available at 800-835-4603, Option 2. All inquiries regarding the solicitation should be directed to the procurement contact via email rather than through the submission application.

Exhibit A - Submission Instructions:

Electronic Submission – BidNet Website BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.

Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.

Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.

Things to remember:

a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.

b. The solicitation submission application typically uploads proposals within five minutes. Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.

c. BidNet will send an email confirmation if the proposal was uploaded correctly.

d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.

Each electronic submittal shall consist of:

1. One (1) original (signed in ink or via digital signature) of Attachment 1

f. One (1) digital file version of the Proposal, readable in Word 2003 or newer, or in PDF format.

Flash Drive Submission If a vendor elects not to submit a proposal via electronic submission, proposals can be submitted directly to CDPHE.

EMAILED PROPOSALS WILL NOT BE ACCEPTED
