About this opportunity
The Colorado Department of Public Health and Environment (CDPHE), Air Pollution Control Division (APCD), in coordination with the Office of Information Technology (OIT), is soliciting proposals for the development of a Unified Data Dissemination Application (UDDA) through RFP 2026-0125. This procurement seeks a qualified vendor to design, develop, and implement a centralized, web-based data dissemination platform hosted in Amazon Web Services (AWS) that will integrate and provide public access to air quality information, emissions data, permitting records, and modeled data currently maintained across multiple Division systems. The application must feature interactive map-based visualizations with customizable mapping and filtering functionality, multiple data dashboard tabs (Overview, My Air Quality, and Hot Topics sections addressing criteria pollutants, air toxics, greenhouse gases, ozone, and methane), backend administrative capabilities enabling approximately 10 to 20 CDPHE staff to manage and update content through low-code or no-code frameworks, and integration with Hyland OnBase (version 24.1, upgrading to 26.1) for textual documents and PDFs. Key mandatory minimum requirements include demonstrated experience with AWS cloud infrastructure and interactive map-based applications processing large environmental datasets; technical proficiencies in AWS, Hyland OnBase, and Azure DevOps; current information security certifications (ISO 27001 or SOC 2 Type II); WCAG 2.1 Level AA accessibility compliance commitment; and financial stability documentation with no bankruptcy filings in the past three years. The system must maintain 99.9% annual uptime, support 5,000 concurrent users, comply with all Colorado Office of Information Security policies and standards, integrate with the State's Single Sign-On solution (Ping ID), implement zero-downtime deployments, and provide hourly recovery point objectives with one-hour recovery time objectives. Written inquiries are due March 19, 2026, at 2:00 PM MST, with proposals due April 22, 2026, at 2:00 PM MST; oral presentations and best and final offers are anticipated at dates to be determined. Proposals must be submitted electronically via BidNet Direct at www.bidnetdirect.com/cdphe or by USB flash drive delivery to the CDPHE Mail Room at 4300 Cherry Creek Drive South, Denver, CO 80246-1530, and must include one original signed copy of Attachment 1 (RFP Signature Page) along with the proposal in Word 2003 or newer, or PDF format.
There are no identified set-aside designations or restrictions limiting organizational eligibility; however, proposers must be registered with the Colorado Vendor Self Service (VSS) system to be eligible for award, and the RFP signature page requires vendors to indicate whether their organization qualifies as a Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), or Women's Business Enterprise (WBE). No incumbent contractor or existing system is identified; this represents a new implementation initiative, though the solution must integrate with existing CDPHE data sources including the Air Toxics Monitoring Database (ATMD) and multiple environmental datasets with varying refresh frequencies from daily to annually. The total allocated budget for this procurement is $2,075,000, which covers development, implementation, deployment, and the 180-day post-production warranty period only; this budget does not include optional cost components such as an optional AI layer addition, optional annual maintenance and support services for two years following system go-live, or annual operational costs for running the developed system. The initial contract period runs from July 1, 2026, through October 8, 2026, with system development required to be completed by October 4, 2029, and four optional one-year extension terms available for a potential total contract duration not to exceed five years. Maintenance and support services would run from October 5, 2029, through June 30, 2031, and are contingent on funding availability. Award notification is estimated to occur on a date to be determined, with the awarded proposer required to execute the contract within 45 calendar days of award notification.
