About this file

This document is a mockup exhibit for the Air Pollution Control Division (APCD) Unified Data Dissemination Application Development (UDDA) project for the State of Colorado. The UDDA project seeks to develop a comprehensive web-based mapping and data visualization application that integrates emissions data, air monitoring information, air quality modeling results, and environmental justice indicators. The application will feature customizable map interfaces with date selection capabilities, layered visualization of emission sources (including Title V facilities, oil and gas facilities, and other designated facilities), air monitoring data from stationary and mobile deployment sites, modeling information, and interactive tools including map legends, data downloads, screenshot generation, and drawing features. The proposed system will provide facility-level information including permit status, compliance data, emission trends, and environmental justice summaries, as well as educational content on criteria pollutants, air toxics, greenhouse gases, ozone, and methane. The project includes an AI integration component enabling users to query air quality information through a conversational interface.

The project development timeline spans from August 1, 2024, through July 1, 2029, with funding divided into two phases. Funding Phase 1 runs from July 1, 2025, through July 31, 2029, with contract execution targeted for June 30, 2027. The development schedule includes scoping (August 2024), a 10-month initial phase, contract award by May 9, 2025, and subsequent build and outreach phases culminating in full implementation by April 1, 2029. The mockup demonstrates the proposed user interface architecture, including overview tabs, facility detail pages, monitoring site information displays, environmental justice community analysis features, and educational resource sections addressing various pollutant categories and Colorado's regulatory and monitoring responses.

Criteria pollutants 101

Criteria pollutants are defined by the U.S. Environmental Protection Agency (EPA) as six important pollutants (carbon monoxide, lead, nitrogen dioxide, ozone, particulate matter, and sulfur dioxide). National air quality standards (NAQS) are established for each of these compounds to set limits for their concentrations in the air. Understanding and monitoring these pollutants helps communities stay informed about air quality, allows for protective health measures, and guides efforts to reduce pollution for a healthier environment.

How is Colorado addressing air toxics?

Picture

Air toxics 101

Air toxics are important because they are linked to serious health problems, including various types of cancer, respiratory illnesses, heart disease, and birth defects, and they can cause significant harm to the environment. Air toxics are not regulated by national air quality standards like criteria pollutants, but they pose direct health and ecological risks. Therefore, monitoring and regulating them is essential for protecting public health and ecosystems.

Ozone 101

Ground-level ozone is important because it's a harmful air pollutant that damages human health, particularly the respiratory system, and negatively impacts ecosystems and crops. While stratospheric ozone protects from UV radiation, ground-level ozone, the main component of smog, causes respiratory issues like aggravated asthma and lung damage, and also harms forests and vegetation.

Picture

Methane 101

Methane is an important pollutant because it's a potent, short-lived greenhouse gas responsible for a significant portion of current climate warming, and it also contributes to ground-level ozone, which harms human health and ecosystems. While it breaks down faster than CO2, its high heat-trapping efficiency means reducing methane emissions can quickly slow the pace of global warming and improve air quality.
