About this opportunity

The State of Colorado, Department of Public Health and Environment (CDPHE), Air Pollution Control Division (APCD), in partnership with the Office of Information Technology (OIT), is soliciting proposals for the design, development, and deployment of a Unified Data Dissemination Application (UDDA) under RFP 2026000125. This is a professional services procurement requiring a qualified vendor to create a web-based application that centralizes publicly available air quality data, including air monitoring information, emissions data, permitting records, and modeled data. The application must feature interactive dashboards and data visualization capabilities across multiple tabs including Overview, My Air Quality, and hot-topic sections covering criteria pollutants, air toxics, greenhouse gases, ozone, and methane, with customizable mapping functionality, facility information portals, monitoring site dashboards, and an AI-integrated query interface. Key deliverables include the web application itself, a project development plan, technology architecture diagrams, user manuals for both internal CDPHE staff and external public users, video tutorials, runbooks, and monthly progress summaries. Mandatory minimum qualifications require proposers to demonstrate AWS hosting experience, proficiency with interactive map-based applications, environmental dataset experience, expertise in Amazon Web Services/Hyland OnBase/Azure DevOps, WCAG 2.1 Level AA accessibility compliance, and current data security certifications (ISO 27001 or SOC 2 Type II). The application must achieve 99.9% annual uptime with 24/7/365 availability, support up to 5,000 concurrent users, comply with Colorado OIT security hardening standards, and meet specific disaster recovery requirements including hourly recovery point objectives and one-hour recovery time objectives. Written inquiries are due March 19, 2026 at 2:00 PM MST, with proposals due April 22, 2026 at 2:00 PM MST; oral presentations and Best and Final Offers are anticipated with dates to be determined. Evaluation criteria include mandatory minimum requirements assessed on a pass/fail basis, executive summary, references and experience, performance measures, business and technical requirements, data integration capabilities, disaster recovery procedures, system configuration, training and documentation, technical support, project management methodology, OIT security compliance, and accessibility standards.

The RFP does not identify specific set-asides for disadvantaged business enterprises (DBEs), minority business enterprises (MBEs), or women's business enterprises (WBEs), although proposers must disclose if their organization qualifies for such designations on the signature page. No incumbent vendor or current contractor is identified in the solicitation materials. The application must integrate with existing Colorado infrastructure and data sources, including connection to the Air Toxics Monitoring Database (ATMD), existing Colorado health visualization platforms, and must utilize AWS hosting with MuleSoft integrations and Hyland OnBase for document discovery and data integration. Proposers must be registered with Colorado Vendor Self Service (VSS) to be eligible for award, and all proposals become property of the State of Colorado. The initial contract term is estimated as one partial year from July 1, 2026 to October 8, 2026, with options to extend for up to four additional one-year terms, not to exceed five years total. CDPHE has allocated $2,075,000 for system development and implementation covering the period from July 1, 2026 through October 8, 2028 (approximately two years), with an additional estimated budget for two optional maintenance years (October 9, 2028 through October 8, 2030). The budget must include project management, system development, OnBase integration, optional AI layer implementation, optional annual maintenance and support, and operational cost estimates, with payment due within 45 days of invoice receipt.
