About this opportunity
The West Virginia Division of Corrections and Rehabilitation is soliciting architectural and engineering design services for underground culvert pipe replacement and hillside stabilization at the Parkersburg Correctional Center and Jail, with an Expression of Interest due September 1, 2026 at 10:30 AM EST and a questions deadline of August 21, 2026 at 2:00 PM EST.
Vendors must be West Virginia-licensed architectural or engineering firms with a minimum of five years' experience in similar projects. The scope encompasses design packages for two projects: replacement of approximately 375 linear feet of collapsed underground galvanized culvert pipe causing a sinkhole on the facility's access road, and stabilization of a hillside and underground culvert pipe replacement at the back property where concrete parking lot sections have collapsed. Deliverables include schematic design, design development, and construction documents with cost estimates; drawings and specifications submitted at 35%, 65%, 95%, and 100% completion stages; revised cost estimates at 65% and 100%; construction bid services; and construction administration including submittal reviews and progress meeting attendance. Work must comply with the National Fire Protection Agency, National Electric Code, International Building Codes, and all applicable state and federal regulations.
The contract term is fixed at 1,825 calendar days from the notice to proceed. A non-mandatory pre-bid meeting is scheduled for 10:00 AM EST on August 14, 2026 at the sinkhole location in the restaurant parking lot area; interested firms may also view the hillside slippage area during this meeting. The State will select three most-qualified firms for oral interviews, then negotiate fees with the highest-ranked firm. Pricing information is prohibited in vendor responses. Required insurance includes Commercial General Liability, Automobile Liability, and Professional/Malpractice/Errors and Omission coverage at $1,000,000 per occurrence. A bid bond equal to 5% of total bid amount and performance and labor/material payment bonds at 100% of contract value are required prior to award. The State retains copyright control over final documents for reuse in facility management. Responses may be submitted electronically through wvOASIS or as hard copies to the Division of Administrative Services, 1124 Smith Street, Suite 2100, Charleston, WV 25301.
