About this opportunity

The Georgia Department of Revenue (DOR) issued a Request for Proposals (RFP #47400-DOR0000133) for the development and implementation of an Unclaimed Property Management System designed to meet new administrative requirements established by Senate Bill 103, passed during the 2023-24 Georgia General Assembly session. The procurement sought a qualified supplier to enhance DOR's capacity to process a large volume of unclaimed property claims, improve claim processing efficiency, and establish new procedural workflows mandated by the legislation. The system impacts multiple DOR divisions including Local Government Services, the Office of Special Investigation, Finance, Information Technology, and the Office of General Counsel, as well as external stakeholders such as unclaimed property owners and their designated representatives. The evaluation methodology employed a combined scoring approach allocating 800 points for technical evaluation (consisting of a validated technical score and technical security score) and 200 points for cost evaluation, with a total possible score of 1,000 points. The solicitation was posted on September 5, 2023, with a proposal due date of September 29, 2023, and inquiries were directed to DOR-Solicitation@dor.ga.gov. The initial two-year contract term carried an estimated value of $622,500.00, though this amount was noted as an estimate only due to the open contract structure.

Avenu Insights & Analytics, LLC was selected as the apparent successful offeror, receiving a final combined score of 706 points, while Kelmar Associates, LLC was unsuccessful with a final combined score of 669 points. A Notice of Intent to Award was posted on November 21, 2023, with Vanessa Walker serving as the issuing officer for the procurement. However, the solicitation was subsequently cancelled effective October 1, 2024, due to the need to redevelop requirements; accordingly, all previously submitted materials remain closed pending a new solicitation, and interested parties must respond to new bid forms and requirements if the State elects to rebid the contract. All protests regarding the procurement were required to be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual. Interested parties are directed to monitor the Georgia Procurement Registry at https://ssl.doas.state.ga.us/gpr/ for announcements regarding any future solicitation for unclaimed property management system services.
