About this opportunity
Uintah County, Utah is requesting proposals for the Uintah County Building North Parking Lot and Entrance Remodel project, with proposals due October 9, 2026 at 5:00 p.m. Mountain Time and public opening on October 14, 2026 during the Uintah County Commission Work Session. An optional site visit is scheduled for September 29, 2026 at 1:00 p.m. at the County Building in Vernal.
The scope encompasses parking lot reconstruction (approximately 24,393 square feet of new concrete surface), removal of existing pavement and site features, ADA accessibility improvements including ramps and detectable warning surfaces, glycol snowmelt system installation, site lighting and electrical conduit for security camera locations, and a new entrance vestibule. The bid schedule contains 29 line items with unit costs and total amounts to be submitted by bidders. The anticipated contract duration is 45 calendar days from notice to begin work, with the County retaining authority to adjust the schedule in writing if warranted by unforeseen conditions or project changes.
Mandatory minimum requirements include a current Utah contractor's license, a detailed 45-day project schedule, two references for comparable work completed within the last five years, a project approach addressing safety and coordination, a minimum one-year warranty on all work, acknowledgment of any addenda, identification of a project manager, and certificates of insurance (Commercial General Liability, Workers' Compensation, Automobile Liability, and Professional Liability if applicable). Successful contractors must furnish performance and payment bonds equal to 100% of the contract sum. Bidders must submit a certified check, cash, or five percent bid bond as guarantee of good faith.
Evaluation uses a weighted formula: technical criteria (experience, project approach, project schedule, and overall confidence) account for 65% of the score; cost represents 35%, with the lowest proposed cost receiving full cost points and other vendors receiving proportional points based on cost differential. Maximum total score is 1,000 points. All proposals become public records upon award except elements marked as trade secrets or confidential under Utah Code 63G-2-305. The County reserves the right to reject any or all proposals or cancel the RFP without awarding work. Contractors may not begin work or purchase materials until receiving a fully executed purchase order or contract.
